HarmoS

The term HarmoS is used by the Swiss Conférence of the cantonal directors of the state education (CDIP) to indicate a Concordat Suisse on the harmonization of the compulsory schooling between different the Swiss Cantons.

Contents of the HarmoS legal settlement

The behavior of the new inter-cantonal legal settlement on the harmonization of the compulsory schooling is the following one:

it defines in a unit way the age of beginning of the schooling and the duration of the school degrees;
it identifies the finalities of the Swiss school on the level of the compulsory schooling;
it depicts the instruments which make it possible to ensure and to develop the quality of the system of education with the national level;
it indicates the national standards of formation in constraining matter, and regulates the procedure which makes it possible to determine the latter.

History

Ratification

The condordat HarmoS was negotiated within the CDIP of 2001 to 2007. The Swiss people approved in referendum the May 21st 2006 a revision of the constitutional articles on education. This revision of the federal constitution was not essential to apply the legal settlement HarmoS , but these new articles of the Constitution will facilitate the efforts of the cantons for the harmonization of the school systems. The procedure of ratification must start in the cantons in autumn 2007. According to the canton, it is either the cantonal Parliament, or the Peuple which will have to decide adhesion with the new legal settlement.

Coming into effect

The legal settlement HarmoS will come into effect as from the moment when 10 cantons will have ratified it. The parameters fixed in the school legal settlement of 1970 remain applicable for each canton, until its adhesion with the new legal settlement. According to the current calendar, the first processes of Ratification should be completed at the beginning of 2009. From the coming into effect of the legal settlement HarmoS , the cantons will be four years old to carry out the adaptations necessary.
