The initials “HELCOM” (or “Helcom” ) indicate the Commission which manages the the Helsinki Convention, aiming at the protection of the Environnement for the zone of the the Baltic, associating the Baltic States in this objective.

Its mission is equivalent to that of the Commission OSPAR which treats it Atlantique North-western.
