Guy Carcassonne
Guy Carcassonne , born in 1951, is a lawyer French specialist in the constitutional Law. It is Professor of the universities in public Droit to the university of Paris-X Nanterre and to the institute of political studies (IEP) of Paris.
After studies at the university of Paris-X, it becomes aggregate universities. He was member of the cabinet of Michel Rocard when this one was Prime Minister, like advising with the relations with the Parliament.
He is in the succession of his Master and friendly fire the senior Vedel, “unifier” of the public law in France, one of the largest French constitutionnalists. He is also implied as an intellectual in the whole of the contemporary public debates, in particular through a chronicle with the Point and many platforms in Le Monde .
Its reflection carries in particular on the republican idea , possible a Sixth Republic, the Quinquennat, the election of the president of the Republic, and the history of the institutions. It lent itself in 1996 to the difficult exercise of the constitutional comment with the Constitution .
Contrary to his/her colleague of the IEP of Paris Olivier Duhamel, which considers the V {{E}} République as vitiated at the base and adopted the idea of the creation of a Life per constitutional revision, Carcassonne defends the Constitution of 1958 and considers that it is sufficiently flexible to allow any evolution of the political system. It is particularly hostile with the office plurality of the mandates which it regards as one of the major elements of the decline of the Parliament.
Its expertise was required by the government of Lionel Jospin and by the Mouvement of the companies of France (Medef) on delicate subjects, like the entrepreneurial ethics committee, the Afghan constitution or the penal statute of the Head of the State, or, the inversion of the electoral calendar in 2002.
He is member of the management committee of the Institut Montaigne.
Since July 2007, he is member of the Comité of reflection on the modernization and the rebalancing of the institutions, set up by the President of the republic Nicolas Sarkozy.
