Guan Yin

The United Nations for education, science and the culture is an specialized institution of the Système of the United Nations created the November 16th 1945. It is mainly known under its acronym English UNESCO (or UNESCO) which means United Nations Educational, Scientific and Cultural Organization . Its seat is with 7/9, place de Fontenoy in the 7 {{E}} district of Paris.

Objectives

to contribute to the maintenance of peace and safety in the world by tightening, by education, science, the culture and the communication, collaboration between nations, in order to ensure the universal respect of justice, the law, the human rights and fundamental freedoms for all, without reference of race, sex, language or religion, that the Charter of the United Nations recognizes with all the people.

UNESCO continues its action through five great programs: education, exact sciences and natural, social sciences and human, the Culture, the communication and information.

UNESCO finds its origin in the International commission of the intellectual co-operation which was created in 1921 with the objective to support the international Paix, with the participation of the philosopher Henri Bergson.

The head office of UNESCO is with Paris. Are attached to it more than fifty offices except seat and several Institut S and centers in the Whole world, like the Statistical institute (Montreal) or the International office of education (Geneva). It currently counts 192 Member States (in 2007).

UNESCO shelters also the intergovernmental oceanographical Commission, body of coordination scientific.

UNESCO is especially known for its repertory of the world heritage which classifies this inheritance in various categories. The relevance of this list however is disputed by some.

UNESCO, within the framework of the program MaB ( the Man and the Biosphere ) established a network of reserves of biospheres which proposes to protect nature while preserving the human activity on all planet.

UNESCO also created in 1992 the program Mémoire of the world, aiming sensitizing the international community with the richness of the documentary inheritance, the need for ensuring its conservation for the future generations and at making it available to many people. It obtained for that a world Register, lists elements of the documentary inheritance identified by the Advisory committee international (CCI) and approved by the Managing director of UNESCO.

UNESCO animates the international Décennie for the promotion of a culture of non-violence and peace with the profit of the children of the world (2001 - 2010) proclaimed by UNO in 1999.

UNESCO publishes specialized periodicals, in particular the Bulletin of the royalty , Perspectives (pedagogy), the international Revue of social sciences , Museum (museography).

Composition

Since the adhesion of Singapore on October 8th, 2007, UNESCO counts 193 Member States, like 6 associated members: The Dutch West Indies, Aruba, the Cayman Islands, British Virgin Islands, Macao and Tokelau.

Operation

The General conference brings together the representatives of the whole of the Member States sits every 2 years (odd years). The managing director is elected by the general conference for a 4 years renewable mandate once (since 2005). The Executive council sits at least 2 times per annum in the interval of the sessions of the General conference. Its members are 58, and are elected by the General conference for a 4 years mandate. The State of the Vatican City, the Palestinian Authority and Singapore, inter alia, has permanent observers with the general conference and the Executive council. Its manpower are of approximately 2  400 international civils servant of which thousands of administrators

Crisis of identity and vocation

Since the election of its current managing director and especially since the return of the United States within the organization in 2003, UNESCO engaged in a severe plan of reduction of the expenditure together with a reform of its strategy: not renewal of many stations subordinates, removal of his magazine general practitioner Mail of UNESCO , correction of the strategic objectives, in particular abandonment of its activities in favor of the software with opened code, clear reduction of the general budget to the profit of programs from now on financed and thus also controlled or managed by Member States or business enterprises (of which Microsoft or L'Oreal).

The head office of UNESCO (located at Paris) visits Monday to Friday (time free: 9:30 with 12:30 and of 14:30 to 17:00), on request.

The building, built by the architects Bernard Zehrfuss, Marcel Breuer and Pier Luigi Bully boy, is représentatitf of the architectural style of the years 1950. It contains mural compositions of Picasso and Miró, as well as a mobile of Calder in the gardens. One will be able to thus visit celebrates it garden of the Peace of Japanese style of Isamu Noguchi at the time of the Parisian day open doors of the gardens.

The site has other works of art of many artists of which Bazaine, Giacometti, Le Corbusier, Artigas, Moore, Takis, Tàpies, Tsereteli as well as other remarkable places like the angel of Nagasaki, the Space of meditation of Tadao Ando, the Public garden of the Tolerance of Dani Karavan and the Earth symbolic system of Erik Reitzel.
