Grouping of public interest
In France, the grouping of public interest (GIP) is a moral person of public law equipped with a light structure of operation and flexible rules of management.
Partnership between at least a public partner and private organizations having a given objective. The grouping of public interest has an administrative or industrial and commercial mission. It shares a whole of means and exists for one limited time.
Legislation
Legatees for the first time by article 21 of law 82 -610 of July 15th, 1982 for the needs for the research sector, the Groupings of public interest experienced these last years a very fast development in all the fields of the public action. One wondered about the legal nature of these GIP at the time of a stop of the Court of the conflicts dated February 14th, 2000. This last decided that the Administrative jurisdiction would be qualified to know litigations concerning the GIP, which, in addition, are subjected to a specific legal mode.Inspired of GIE, created by ordinance 67-821 of September 23rd, 1967, the GIP is a new legal framework formalizing a partnership between the public people and the individuals.
Choice
When the character of a co-operation between communities, its way of financing, require the creation of an autonomous moral person, the choice of the legal instrument must go on the GIP.Each time a co-operation presents an public interest, or is engaged by moral persons of public law but called also upon moral persons of private law, the GIP must be preferred.
Object and forced
The GIP are created:- to develop co-operations between communities and/or of the private partners with a majority representation of the public interests;
- to pursue goals of shared interest;
- to share to means emanating different partners;
- With a definite geographical perimeter;
- For one limited duration (with possibility of extension);
- With an accurate check by the presence of a police chief of government, a controller of State and the competence of the Court of Auditors on its management.

Equivalents in other countries
At the European level, payment (EC) 1082/2006 of the European Parliament and council of July 5th, 2006 authorized the constitution of GECT (European grouping of territorial co-operation). A GECT is a legal person and morals made up of statutory bodies located in several Member States of the European Union in order to facilitate and to promote the territorial co-operation between these States.
