Gratien Candace
Gratien Candace , born the December 18th 1873 with Baillif in Guadeloupe and dead the April 11th 1953 with Lormaye in Eure-et-Loir is a Politician French.
Doctor be-sciences, Gratien Candace is elected Député of the Guadeloupe under the Third Republic, in 1912. Under-secretary of State to the Colonies in 1932-1933 in the cabinets of center-left of Edouard Herriot then of Joseph Paul-Boncour, it will be elected vice-president of the House of Commons between 1938 and 1940.
Amédée Labique, mayor of Old man-Inhabitants in Guadeloupe ensures his formation and the assistance in its political career. Amédée Labique is the candidate with the local elections opposed to Louis Adolphe Rollin who, in October 1905, exclaimed " has me, Rollin triumphs, it is the return to slavery " and a blow drew from revolver in the air which caused several deaths and 10 months of prison were worth to him.
In 1939, it preaches the fraternal union of all the French and the July 10th 1940, as 31 of the 35 members of the Radical left (the 4 others are absent), Candace votes the full powerss with Pétain with the casino of Vichy. Gratien Candace is perceived like a representative of the French Empire at the time of its apogee. It however was very active in the reflection on the colonial empire and the racial political organization with the international level. " Blaise Diagne off Senegal and Gratien Candace organized the first Side-African Congress with W.E.B. Wood in 1919, immediately following the armistice ". The booklet entitled " the second Congress of the Black Race in 1921 " " is signed; Gratien Candace, deputy of the Guadeloupe, chair Panafrican Association ".
Gratien Candace was member of the colonial Academy of Science founded in 1822-1823. Recognized by the Academy like founding member, he is author of several works and speech. Let us quote: merchant navy and its importance in the national life, Payot, 1930 ; Navy of France. Navy. Merchant navy, Payot 1938 ; Victor Schœlcher, the abolition of the esclavage" , in monthly Reports of the meetings of the Academy of Science colonial, n° 3,1948, pp. 97-138 .
Deceased in Lormaye in the Eure-et-Loir, French department on April 11th, 1953, Le Monde of April 14th, 1953 and the Republican Echo of Chartres of April 15th, 1953 publish its obituary.
