Government Silvio Berlusconi III
The government of Silvio Berlusconi III was proposed by the President of the Council of Ministers charged to form it, the April 23rd 2005 with the President of the Republic Carlo Azeglio Ciampi. It was the 59e government of the Italian République (since 1946). As Silvio Berlusconi even followed one another him (Berlusconi II, resigner the April 20th 2005), it was called Berlusconi (a) . But as it was also the 3rd government under its direction, the press sometimes describes it as Berlusconi for the third time .
The government lent oath the April 23rd to the Quirinal and obtained the April 27th and April 28th 2005, the confidence of the two rooms of the Parliament, the Camera dei deputati (by 334 for and 240 against, 2 abstentions) and the second day that of the Senato della Repubblica (170 for, 117 against).
It is characterized by the departure of Marco Follini (UDC) as a vice-president of the Council replaced by Giulio Tremonti - but also by the departure of four ministers, Urbani, Marzano, Sirchia (the technician, most popular of the ministers according to the surveys) and especially of Gasparri (this last, after a strong contrast within the various currents of National alliance which seem to have preferred Landolfi to him). In make from now on left Malfa (the son of Ugo Malfa), Landolfi and Storace (which has just lost on April 3rd the regional elections of the Latium of which it was until there president). Claudio Scajola of minister without portfolio becomes minister with whole share, just as Rocco Buttiglione which becomes Minister for the Culture. Two Secretaries of State are promoted, Miccichè which will obtain the new ministry (without wallet) of the Development and territorial Cohesion while Caldoro (Nuovo PSI) leaves a Secretary of State at the minister of education to take that of the Implementation of the governmental program.
As well the National alliance as the Union of the Christian democrats seemed contrary with the return to the government of Giulio Tremonti and it is undoubtedly in compensation of this arrival that these two parties obtained a ministry, qualified the Mezzogiorno (South), allotted to Miccichè, a Sicilian, in spite of the opposition of the Ligue of North (from where official name enough biscornue of the ministry lately created).
By the voice of Bruno Tabacci, appointed, the UDC already stated that it was proud departure of Marco Follini. And Lorenzo Cesa, European Député UDC, vice-president of the European Popular party prevents that the “ confrontation will be held in the hemicycle: it will not relate on the composition of the government but on the innovations in its program, the rigor of public finances, the produttive suppression of Irap regional sulle attività '', a regional tax on the companies and the craftsmen, declared contrary with the Community provisions, over the South, the families”.
This government includes/understands 26 members on the whole (by taking account of the president and the vice-presidents), one moreover than the precedent (it is the Minister known as of the the Mezzogiorno ). The parties present within the government are six and it is Forza Italia which is best represented (8 ministers of which the president), followed by the National alliance (6), the UDC (3) and the Ligue of North (3) while the PRI and the NPSI lay out each one of a minister without portfolio. Four ministers are known as technicians ( tecnici ) and do not belong to a party.
Berlusconi for the third time also beat the record of the shortest governmental crisis (of April 20th, 2005, 17:00 from April 30th to 23rd 2005, 12:50, for a 67 hours total), just after Berlusconi II is the longest Italian government (1 413 days).
Changes compared to Government Silvio Berlusconi II are relatively minors (four new ministers, Scajola, Storace and Landolfi, a minister without portfolio which becomes minister, Buttiglione, and two new ministers without portfolio), with the only exception of the vice-presidency symbolically granted to Giulio Tremonti, former minister for the Economy until July 2004, elected official of Forza Italia but near of the Ligue to North. This last becomes, following the surprised resignation of Siniscalco, a technician, Minister for the Economy in September 2005.

- but no true surprise, with the application of the text crowned of Anger Republic, the Manual Cencelli (with a balance of the forces representative of each party): Forza Italia obtains half exactly the stations (36, including 3 deputy secretaries); the National alliance 16 (including 3 deputy secretaries), the Union of the Christian democrats 9 (including 1 deputy secretary), the League of North, 8 Secretaries of State; the New PSI, 1 deputy secretary and 1 Secretary of State; the Italian Republican party, 1 deputy secretary.
- curiosities: the minister best provided is that of the Infrastructures, with 2 deputy secretaries and 6 Secretaries of State. The only one not to be confirmed is Rocco Salini (Fi) who had just been just named with Health, on March 11th, 2005 (whereas Giancarlo Innocenzi and Gianluigi Magri had just resigned after being named with the High ranking authority of Telecommunications on March 16th). Are not any more deputy secretaries, of course, Gianfranco Miccichè (Fi) (become minister without portfolio) and Stefano Caldoro (NPSI) ( idem ).
