Political context
In spite of a very important governmental line defeat, however very definitely amplified by the existence in all the areas the triangular ones (governmental left plain/right/National front) and by the novel mode of poll adopted for the regional elections which gives 25% of the seats in premium to the list arrived at the head, the president Jacques Chirac takes back the first outgoing minister Jean-Pierre Raffarin and charges it with forming the new government.
A true “pink wave” submerges the country, and the left controls from now on 20 areas out of 22, except the Alsace and the Corsica . Four traditional bastions of right-hand side are gained by the left: Auvergne, Brittany, Country of the Loire and Poitou-Charentes, “stronghold” of the Prime Minister, taken by old the minister Ségolène Royal.
The cantonal ones were also the occasion of results more mitigated a little for the line, the possible changes were moderated by the fact that only the half of the general advisers were renewable, and the line thus remains majority in a great number of departments, even if the plain left is majority compared to the governmental line on the worldwide. France is installed for three years in a new form of cohabitation, either with the report heading, but central capacity held by the governmental line and a regional capacity from now on with the hands of the left, which will be strongly tried to make a political instrument of it, for a reconquest of the Elys3ee palace and of Matignon. A completely new case of figure sour Ve République and which makes think of Germany with its länders of the hands of the right-hand side and the federal capacity of the hands of the left. The French left took again strength, but it is always “orphan” of a true charismatic leader.
Note: These elections confirmed in addition that the National front is with revolving major of its evolution:
- Its presence is standardized today on the political field and it is part from now on of the French political scene as a major actor;
- Its electorate becomes increasingly faithful (17,5% compared with 15,27% in 1998) and attracts as much, if not more, on its ideas that on its personalities;
- At the time of these local elections, traditionally unfavourable for him, it as well made as for the presidential one and the legislative ones. It also develops in the departments where it was historically the least best established;
- the adventure Bruno Mégret ends, although it seems that the majority of the voters megretists did not return yet to a vote FN, moreover the dimension of Nicolas Sarkozy seems also very high among many voters FN, who could refer on him in the event of candidature of this last for the presidential one, however the activism of Sarkozy in the field of safety did not succeed in suppressing the progression of the FN;
- From now on, more the big problems for this party, resides in fact in the way in which will be prepared and regulated the succession of Jean-Marie Le Pen, its old historical leader (74 years).
Chronology
March 2004
- March 30th, 2004: After the defeat of the right-hand side to the regional elections of the March 21st and March 28th 2004, the President of the Republic Jacques Chirac taken back, the Prime Minister Jean-Pierre Raffarin in its functions and charges it with forming the new government.
April 2004
- April 14th, 2004: Philippe Briand, Secretary of State to Town and country planning, resigned of its functions for professional reasons and will be replaced at this station by Frederic de Saint-Sernin. June 2004
- June 13rd, 2004: Elected appointed European, the Secretary of State to sustainable development, Tokia Saïfi, left the government. Its departure E returned official Monday, June 21, 2004. It will not be replaced. The Secretariat of disappearing state, the entirety of the relative files to the Sustainable development is allocated to the Minister for the ecology, Serge Lepeltier, under the authority of which Tokia Saïfi was placed.
May 2005
- May 29th 2005: the French Referendum on the European constitution having involved a negative answer of the people, the president of the republic, Jacques Chirac, announced, with the sight of the results, to want “to give a new and strong impulse to the government action”.
- May 30th 2005: Jacques Chirac officially met in the course of the day Jean-Pierre Raffarin, Nicolas Sarkozy, Dominique de Villepin, Jean-Louis Debré and Francois Bayrou.
- May 31st 2005: Announces by Jean-Pierre Raffarin of its resignation at the station of Prime Minister, resignation accepted by the president of the republic; nomination of Dominique de Villepin to succeed to him.
