The first government Francois Fillon , first government of the president Nicolas Sarkozy, set up on May 18th, 2007, was replaced on June 18th, 2007 by the second government Fillon.
Composition
The government named on May 18th, 2007 comprises fifteen Ministre S, four Secretaries of State and a Haut-commissaire.
Opening in the center and on the left
Nicolas Sarkozy, during his program, announced his will to register his government in a step of “opening” towards other parties, in particular those of the center or left.
He counts a minister, two Secretaries of State and a High-Commissioner resulting from the left or marked on the left (respectively Bernard Kouchner, Eric Besson, Jean-Pierre Jouyet and Martin Hirsch), as well as a minister resulting from the center (Herve Morin).
A third of the ministers of this government is however of former members of the government of Dominique de Villepin and two thirds are former members of the governments of the second mandate of Jacques Chirac.

- the creation of a ministry associating the question of immigration and the national identity, very décriée during the electoral campaign, also caused many criticisms a posteriori. The association of the " terms; Immigration " and " National identity " was criticized so much at the national level (resignation on May 18th, 2007 of 8 academics members of the authorities of the national Cité of the history of immigration; critics of MRAP, the catholic Committee against the hunger and for the development…), that with the international level (Doudou Diene, special protractor of UNO against racism, in front of the Council of the human rights of UNO a " saw there; vulgarizing of the racisme" .)

The decision of Nicolas Sarkozy, president of the Republic, to appoint Francois Fillon Prime Minister was announced Thursday May 17th 2007 (communicated of the Elysium published in 9:50).
The president of the Republic, on a proposal from the Prime Minister, by the decree of May 18th, 2007 relating to the composition of the government fixed competences of the ministries and at appointed the new ministers.
The government Francois Fillon , first government of the president Nicolas Sarkozy, was announced Friday May 18th 2007 with 9:40, by Claude Guéant, general secretary of the Elysium.
The Making of the capacities between Dominique de Villepin, having resigned of its station of Prime Minister, and Francois Fillon took place Thursday May 17th at 11 a.m.
May 23rd, the Prime Minister took part in the great meeting of UMP in Marseilles. He recalled his attachment by the vote for all and announced that all the members of its government are candidates with the legislative : “When one is beaten, that wants to say that one does not have the support of the people and that one cannot remain with the government (...) My place will be that of the organizer of the majority and the political project of the government. ”
The June 18th 2007, shortly after the second turn of the legislative elections and in accordance with the constant use under the Fifth Republic, Francois Fillon presents the resignation of the government to the president of the Republic, which immediately invites it to form a new government. The UMP preserves the absolute majority at the French National Assembly. Alain Juppe, number two of the Government, announces its Démission following its defeat with the legislative elections.

At the request of Jose Manuel Barroso, the term of " minitraité" , too judged minimalist, is abandoned for term of " treaty simplifié" , more consensual. The “Turkish question” seems to appear secondary compared to the need for leaving the dead end constitutional, free for the president with releasing ballast on this question, which seems confirmed by the setting with the variation of the Cabinet of two politicians (UMP Patrick Devedjian and Alain Lamassoure, solved adversaries of the accession of Turkey), by the setting in front of two others rather in favor (ex-PS, Bernard Kouchner and Jean-Pierre Jouyet) and by the fact that Nicolas Sarkozy would be ready to accept the opening of new chapters (3 out of 35) of negotiations, envisaged on June 26th, 2007.
