In 1981, it proposes, with Buchanan and Stiegler, a theory according to which the Public expenditure are related to the operating processes of the Western democracies. There would be a process guiding with the choice of the public expenditure. The individuals, calculators, have objectives and seek the Optimization. One arrives at the role of the Lobbys. It is supposed that the State is an institution which produces goods and services for certain agents. Perhaps a small number, a great number, etc Then, one will suppose that these agents are inclined to require goods which relate to a minority rather in which they are located. Thus, they are more inclined to make them finance by the Collectivité. This one, taken as a whole, may find it beneficial to finance goods whose financing is mutualisé.
