Justin German Casimir de Selves , born with Toulouse the July 19th 1848 and died in 1934, is a politician French. Commander of the Legion of honor in 1890, officer of the state education and dignitary of several foreign kinds. Married the July 31st 1872 with Félicie Camille Garrisson (deceased before him), girl of the senator of the Tarn-et-Garonne Gustave Garrisson, including 2 wire: Gustave and Rene.

  • Nephew of Charles de Freycinet, former minister for the war, it hardly had just finished its lawyer studies when the war of 1870.

  • At the time of the Franco-German War of 1870:

    • It left in the second army the Loire to the 21e army corps Commandée by the Jaurès General, in the 3rd Division of Infantry of the General of Villeneuve and the Guillon general, with the 1st Brigade of the Stephani Lieutenant-colonel, as lieutenant in the 1st Battalion of the 78e regiment of mobiles (the Vendée, Lot-et-Garonne, the Gironde).
    • It was named there captain after the combat of Chartres the October 21st 1870.
  • He was then secretary of his uncle Charles de Freycinet, for this reason he made party of the delegation of the Gouvernement of National defense sent to Tours to coordinate the action in province under the orders of Adolphe Crémieux, Minister for Justice, accompanied by Alexandre Glais-Bizoin and the Admiral Fourichon. Mr. de Selves was called with the direction of the administrative services to the ministry for the war, or his/her uncle Charles de Freycinet was delegated, with Tours. In January 1871, in front of the advance of the German armies, it follows the Gouvernement of the National defense which is folded up with Bordeaux and was charged, in this city, of the direction of junior intendance, including/understanding Toulouse, Montauban and Aurillac.

  • After the First World War, Mr. de Selves, who is doctor in right to Faculty of Toulouse, was made register with the bar of Montauban. It occupied soon, in this chief town, one of the first place and still became, very young, barristers president about lawyers in 1871.

  • Managing director of the Stations and Télégraphes of the January 21st 1890 with 1896. In this quality, Mr. de Selves, little time after his installation, chaired the International Conference which was taken place in Paris from May 1st to June 15th, 1890. In 1891, it represented France with the universal postal Congress of Vienna, or it chaired the commission of the postal parcels, values declared, booklets of identity etc

It occupied then several function within the government of the Republic under the presidency of Armand Fallières:

  • Foreign Minister in the cabinet of Joseph Caillaux (at this station: successor of Jean Cruppi and predecessor of Raymond Poincaré), of the January 27th 1911 with the January 9th 1912, at the time of the Takeover by force of Agadir (July 1st 1911), it was favorable to a stiffening vis-a-vis in Germany but its president of the council, attache on the contrary to the relaxation of the Franco-German reports/ratios, negotiated over the head of the minister with the adviser of the embassy from Germany to Paris and confidant of Guillaume II.

  • Elected free member of the Academy of the fine arts to the armchair n° 9 in 1910.

The smallest avenue of Paris, the Which occurred of Selves in the 8 {{E}} district, bears its name. Of a 110 meters length, the avenue gives on the Champs Elysées.
