Institutional mode

The law N° 82-1169 of the December 31st 1982 relating to the administrative organization of Paris, Lyon, Marseilles and of the public corporations of inter-commune co-operation , known as Loi PLM according to the name of the cities concerned is the French law which fixed the particular administrative statute applicable in particular to the town of Lyon. It was adopted in the context of the law of decentralization (known as Loi Removes iron) of March 2nd, 1982

Within this framework, the Loi PLM transformed the old town halls of district of structures elected at the local level. They are not however town halls of full exercise, and do not raise in particular of taxes, but distribute the appropriations which are delegated to them by the Town hall of Lyon. They manage however certain municipal equipment, and are consulted by the Town of Lyon before certain decisions of local interest

The Loi PLM was codified in the general Code of the territorial collectivities, for which it is advisable from now on to refer.

History of the modifications

The north-eastern part of the Parc of the Gold Head was detached of the commune of Villeurbanne in 1895 to be attached to the 6 {{E}}.

Vaise was attached to the 5 {{E}} district in 1852. However, during the creation of the 9 {{E}}, following the annexation of Saint-Rambert-the Island-Bores in 1964, Vaise was detached from the 5 {{E}} to form the 9 {{E}}.
