General secretary with the regional businesses
The general secretary with the regional businesses (SGAR) is, in a regional headquarters, the charged high-civil servant, under the authority of the prefect of area, to coordinate the policy of the State economic development town and country planning as well as the relations between the State and the district council.
The SGAR is a member of the prefectoral body, as well as the prefect, the general secretary of the prefecture, the principal private secretary of the prefect and the sub-prefects of districts.
The SGAR is in particular in charge of the negotiation of the Contrat of projects State-area, under the authority of the regional prefect and according to the mandate defined by the Prime Minister on proposal of DIACT.
The SGAR has a clean service primarily composed of frameworks, generally of the operations managers.
