General inspection of the social affairs

Created in 1967, the General inspection of the social affairs (IGAS) is charged with a very broad field of competences which extends to the unit from the relative questions to the social affairs, with the Santé, the Emploi, to solidarity, with the Travail, the policy of the city, the Professional training and the modernization of the State. The general inspection thus ensures “the control and the evaluation of the implementation of the public policies of the social security and the social welfare, of the health protection and social, work, employment and professional training”. It is moreover charged to control associations calling upon the generosity of public (OFAG). The IGAS is regarded as a large body of the State.

Taking into account the interdepartmental statute of the IGAS, any member of the government can call upon it. The Inspection is placed under the authority of the ministers charged with the social affairs, of the social security, health, work, employment and professional training. Since 2007, the IGAS is explicitly attached to 8 ministers.

Composition

The inspection is made up of more than one hundred of inspectors whose majority is made up former students of the National school of administration (ENA), left in theory in the first quarter the classification, as well as former directors of services (cases of social security, civil administrators, directors of DDASS, DDTEFP), factory inspectors, doctors inspectors, hospital practitioners or directors of hospital.

Missions

It leads approximately 200 missions per annum, which are of three types:
  • the control of the institutions (administrations, public agencies, parapublic and deprived or calling upon public money) which intervene in the social field (employment, work, formation, social security, public health, offer care, family, childhood, integration, policy of the city). They have as an aim the thorough checking of the observance of the regulation, of the good use of the public funds, the effectiveness and the efficiency of the organization. Control can also relate to private funds when they are collected by call to public generosity. the IGAS also intervenes at the request of the European commission (for the control of the European Structural bases) and of the inter-ministerial committee of audit of programs (CIAP in charge of the audit of the programs of the ministries within the framework of the Organic law concerning to the finance laws of August 1st, 2001).

  • Of the missions of investigation, audit and evaluation. They can aim at a particular organization or a national device, a law or a policy. They integrate in a way increasing of the steps of compared administration.

  • Of the missions of support, at the request of the ministers, who take the form of missions of council (assistance to modernization, with the implementation of reforms) or of temporary individual assistances of an inspector (rapporteur near a member of Parliament in particular).

In addition, the IGAS intervenes in very many interdepartmental missions (Audits CIAP, RGPP, Audits of modernization…). More than one third of the mission of the IGAS is carried out within the frameworks of joint missions, primarily with the IGF.

All the missions give place to the drafting of reports/ratios. A commission of the continuations regularly examines what it is occurred of the made recommendations. Since 2006, the IGAS chose to reinforce the step quality in the development of its reports/ratios, in order to facilitate their appropriation by the decision makers, and the interested public. These reports/ratios must be written in a clear, sober and precise style, comprise a synthesis of about thirty pages, and a list of identified proposals which want to be precise and operational. A follow-up of the recommendations of the reports moreover is organized.
