General inspection of the administration of State education and research
The General inspection of the administration of State education and research (IGAENR) is a body of inspection to general competence concerned with the Minister of education main road and the Ministère of Higher education and Research.
History
The General inspection of the administration of State education was created by the decree 65-299 of the April 14th 1965. It replaces three services of inspection then: general inspectors of the administrative services, general inspectors of the boarding schools, general inspectors of works in favor of the students and the inspector of the matriel of school health.It was reformed in 1999 by of the October 13rd 1999 which extends its scope to the Scientific research. The new decree also modifies the name of both classes inspectors.
Composition and operation
Recruitment
The body includes/understands inspectors of 2nd class and inspectors of 1st class.The inspectors of 2nd class are selected among the civil administrators, the general secretaries of university, academy or EPST, the general secretaries of school and university administration, the directors of CROUS, and possibly of other civils servant of category A.
The inspectors of 1st class are appointed at a rate of:
- two out of five coming from the 2nd class by promotion;
- two out of five selected among the managing directors, directors, delegates, sub-managers and department heads of Central administration, the vice-chancellors and of senior officials.
- one on five named with the external Turn.

The General inspection of the administration of State education and research is directed by a department head named for five years.The inspectors are divided into seven territorial groups:
Missions
Under the authority of the minister in charge for the education and the minister in charge for higher education and research, the IGAENR has “a permanent mission of control, study, information, council and evaluation”, in particular in administrative and financial matters.It is in particular charged to control the use of the public funds granted public agencies or deprived working as regards education or of research.
With regard to the decentralized services (academies, school inspectorates, Vice-vice-chancellorship S) or public corporations having a function of education, it effecue of the missions of To that the.
The general inspectors of the administration of State education and research also take part in the staff management, especially the supervisory staff (general secretaries of school and university administration, chiefs of establishments), while taking part in their recruitment (jury of contest), in their formation and their evaluation.
From now on, the IGAENR and IGEN receive each year a letter of assignment of the minister and publish a joint report.
The IGAENR is often seen entrusting missions on a particular subject, sometimes with the assistance of one or the other of the two other services of general inspection of the ministry. It can also be elected by the Prime Minister or exert missions near governments of other countries.
