General inspection of finances
The General inspection of finances is a Service of inspection ministerial French. These members form one of the large body of the State, resulting from fusion in 1816 of body of control of the ministries for finances and the Treasury, under the aegis of Joseph-Dominique Louis known as baron Louis .
Placed under the supervision of the Minister for the Economy, Finances and Employment, the General inspection of finances has nevertheless a broad autonomy and its interdepartmental character is very marked. Its mission is to contribute to a rigorous and effective management of the public money and to the modernization of the administration. Its capacities are important (control on parts and on the spot, reports/ratios on various subjects, etc).
Composition
The body of the tax inspectors consists of approximately 260 members. Approximately 70 inspectors compose this service, of which the person in charge was of November 2005 to June 2007 Jean-Pierre Jouyet, old directing of the Treasury. Recruitment is made mainly at the exit ENA, although certain inspectors are named by the executive power with the “external Tour”. The énarques ones left in the “boot” (very best places) frequently choose the Tax inspectorate. It is a body where often the ministers draw to form or, better, to frame to them cabinet and the tax inspectors which work out of the Inspection profit from a very flexible mode of detachment.
Missions
The General inspection of finances operates a role of control and of monitoring on all the agents of the services external of the Ministry finances and secondary directors of the other ministries, as well as additional budgets and separate accounts of the Treasury.
It takes part, moreover, with the Contrôle of the execution of the finance laws.
Careers offered to the members of the General inspection of finances
The Inspection with the reputation to be a formidable accelerator of career. Left elite of the elite, at the top of the hierarchy created by the selection with the Frenchwoman, the Tax inspectorate feeds many suspicions and of criticisms, justified or exaggerated, on the closed character and mandarinal of the capacity in France. Intrications between policy, staffs industrial and high finance are particularly marked within this body, whose many members make return tickets or one-way tickets of the high public office towards the private sector.
These last years, the accounting scandals of which were victims of the companies to the head of which found tax inspectors (Vivendi with J. - M. Messier, Alstom with P. Bilger, Crédit Lyonnais with Mr. Haberer, France Telecom with Mr. Bon, Building and loan association, Elf or Air France) threw a notable discredit upon the members of the body, in particular on the competence of these administrators who, in spite of their name of tax inspector, have only little practical knowledge economic or financial (the ENA is not a school of economy) and useful in the management of the businesses.
