Galactic senate

The Galactic Sénat is the central Parliament of the universe of Star Wars . It sits on Coruscant.

Origin

The formation of the République begin by a mutual alliance from protection and economic links between several worlds (planets or the moons) close to the core of the galaxy. Each member was represented with the Senate by a senator. These senators represented a vast range of modes going from monarchy to the tribes functioning like hives. Therefore, in certain cases the representative was elected and in others it was indicated by the leaders, which is the case for the monarchy of Naboo while for Alderaan it is the Council of Old which chooses its senator among his members.

As the Republic increased, much new zones of the galaxy joined the Republic, which required a reorganization of the Senate towards 1000 Av. BY, at the same period as the Réformation of Ruusan.

The new organization gathered the new territories in sectors of surroundings 50 inhabited worlds. Each sector being represented by a Senatorial Delegation. When the number of these sectors became too important, they were reorganized in about 1000 areas, each one represented by a delegation.

The Senate served legislative power and executive whereas the Order Jedi was used to ensure the order.

Enough early the Senate chooses to sit on Coruscant, central planet of the galaxy in edge of the core and consequently of coordinates (0, 0,0). Coruscant became the capital of the Galactic Republic.

Operation

The interior of the building of the Senate contained 1024 floating platforms, containing each one a senator who represents an area/sector of the galaxy. The Senators were accompanied by their delegation. Certain delegations having a special complaint to make with the senate could have a whole platform. Organizations or guilds the such Fédération of the trade also had they a whole platform.

The leaders of each world could come to the platform and to vote in the place or with their Senator but each delegation counted for a vote.

Leading authorities

The members of the Senate elected a Chancellor among one as of their and which exerted de facto the function of leader of the Galactic République during a four years renewable mandate once (except exceptional case as shows it the films of the first trilogy). This one was assisted by a probably elected Vice-chancellor in the same way. It should be noted that throughout the first trilogy, the Vice-chancellor remains the same person.

According to films, we can deduce that the Senate followed to some extent parliamentary rules. Thus the Chancellor Finis Valorum was forced to leave his station following a motion of censure deposited by the queen Amidala de Naboo and approved by the senators. The Amidala queen showed the incapacity of the chancellor to solve the crisis of the blockade that the Fédération of the trade had imposed on the Naboo planet.

Committees and commissions

The Senate is divided into several groups of senators who have as a task to propose laws specific to their respective fields.

Although the Senate makes the total laws of the Republic, each world has these proper laws of less importances decided by the sector, the area or the world in question.

The Senate was divided into a multitude of committees or commissions, more or less important, made up senators, bureaucrats, and sometimes even of Jedi. In the last decades of the Republic, the businesses and the activities of the government were more and more delegated and managed by these committees.

One could distinguish two large political factions: the faction of the Core ( Core Faction ) partisane of a greater centralization of the Republic with an important role played by the Senate, the senator Bail Organa supported this current. Opposite, the faction of the Edge ( Rim Faction ) supported it, on the contrary, a greater liberty of action on behalf of the systems with respect to the government of Coruscant, the senator Orn Free Taa was one of the principal members.

Functions

Thus the principal functions of the Senate are thus the mediation of the conflicts between its members, the regulation of the trade between the systems and to ensure the safety of all, although the Republic does not have an army in normal weather.

Jedi, acting under the orders of the Chancellor, were responsible for safety and became the representatives of the Senate through the galaxy, ensuring the role of mediator in the event of conflict.

The dismantling of the Senate

The major problem of the Republic was its lack of formal organization. Indeed, the majority of the operations were based on constitutional conventions which were ignored most of the time because contrary with the interests of certain véreux politicians. The coalition governments were also currency and made pass from the laws according to their interests. The Senate was thus divided between the corrupted ones and the honest politicians dreaming to see to impose the ideals of justice and peace of the Republic.

After a series of ineffective Chancellors and a crisis caused by the invasion of the planet Naboo by the Federation of the trade following a new regulation on the trade, time had come for a powerful Chancellor who would put an end to corruption.

The new Chancellor Palpatine, in the past senator de Naboo, increased his capacities of chancellor while being made grant by the Senate the full powerss and created an Large army of the Republic of which it granted the command. The civil rights and of the senators were ridiculed in the name of his security policy. Thus cameras were installed on each platform of the Senate, preventing that the vote of the senators remains secret. There was also a fall of the number of sessions to the senate, as the capacities of the Chancellor increased.

When Palpatine autoproclama Emperor in 19 Av. BY, the government institution of the Senate constituted the last relic of the glorious time of the Old Republic. The Senate, formerly “Galactic Interracial”, was described as “Imperial Sénat” after its takeover. All the worlds members of the Empire sent politicians to the Senate in order to create the laws, the pacts, the treaties and to control the galactic union, as one had always done. In an Empire being done increasingly dictatorial, the Senate represented an anomaly. The Senate remained in apparent function during almost all the reign of Palpatine, and it is only when the Black Star was declared operational that the Emperor decided to dissolve the Permanent Council of the Senate for “all the duration of the galactic urgency”, instituting its doctrines of reign by terror.

However, quite front, the Senators already really any more did not have of capacities. In fact they had nothing any more but one of them: to obstruct the regional Imperial governors in their task. These regional governors were placed at the end of the Guerre of the Clones, with for instruction stimulating planets and collecting the resources for the effort of war. They should have disappeared with the conflict. But… The dissolution of the Senate before the destruction of first Black Star left them the freehands definitively.

The last thing which the senate really voted, with of course a majority of human senators (the others having been killed) in favor of the Empire or too couards, was the Decree A-SL-4557.607.232 which legalizes the acquisition of slaves, in certain conditions. So formerly secret and small guilds of slavery became public and preeminent.

The politicians gather the Senators, the Chancellors and the Vice-chancellors accompanied by their assistances/advisers, the representatives of various systems and unquestionable Jedi mainly those members of the Conseil Jedi. This one indeed lays out of some moral capacity.
