Future together

the Future Together is a political party of New Caledonia officially formed at the time of the Congress founder to Noumea the August 28th 2004. October 1st 2004, the president of the Congress, Harold Martin, is elected with the head of this new party and the final statutes are adopted the November 6th 2005, at the time of the first two Congresses with Nouville (Noumea). The September 30th 2006, at the time of the 3rd Congress of the party, Harold Martin, only candidate for his succession, is re-elected president of the movement by 2451 votes out of 2587 voters, that is to say 94,7% of the voters and 60,9% of the members.

Tendencies of the party

Recent dissidents of RPCR

  • Marie-Noëlle Thémereau: former vice-president RPCR of the Congress. It resigned of its mandates in 2001 to criticize the hand put of RPCR and the political preponderance of the southern Province at the detriment of the other institutional levels on the Territory. Become in 2004 the n° 1 of the list Future together and president of the Government of 2004 to its resignation in 2007. The tendency progressist not-freedom fighter incarnates, supported Lionel Jospin at the time of the presidential election of 2002 but invited to vote for Nicolas Sarkozy at the time of that of 2007.
  • Harold Martin: mayor of Païta since 1995, was excluded from the RPCR of which it was one of the heavy trucks in 2003 because it had maintained his own list with the local elections of 2001 against the official candidate of the party. Become in 2004, until in 2007, the president of the Congress, it was elected the same year chair Future together. It is since the August 7th 2007 president of the government.   • Réginald Bernut : former mayor of the Mount-Gilds 2001 with 2003, it supported Harold Martin when this one was excluded from RPCR in 2003, this standpoint was worth to him with him also an exclusion like his post of mayor. He was, of 2004 with 2007, 3rd vice-president of the Congrès.
  • Eric Babin: was elected with the northern Province and with the Congrès of 1995 with 1999 under the label RPCR, it was in 2004 the only Avenir elected official together of Northern Province and was member of the government Thémereau charged with the Agriculture. He is always member of the government Martin, though for the moment without attribution.
  • Philippe Michel: was also excluded to him from RPCR when it gave its support for Harold Martin. He is since 2004 2nd vice-president of the southern Province.

Alliance

Resulting from the first dissidence of importance to RPCR, formed the day before the elections of 1995, initially called New Caledonia for All (UNCT) and become in 1998 Alliance . Contrary to what is generally believed, it is not a question of the local antenna of the UDF: indeed, if its leader Didier Leroux is the official representative of Francois Bayrou and the centrist party (and thus now of the MoDem) on the Territory, much of the members of this movement are members of the Union for a popular movement (in particular Sonia Lagarde, the n°2 of this formation). This party always exists, but is completely associated in the future together.
  • Didier Leroux: founder president of the UNCT then of Alliance, official representative of Francois Bayrou which it supports at the time of all the elections, he is for a long time the adverse principal anti-freedom fighter of Jacques Lafleur. It defended “not” with the referendum on the Accord of Noumea in 1998 and succeeded in putting for the first time Jacques Lafleur in ballot at the time of the legislative elections of 2002. It is of 2004 with 2007 member of the government Thémereau in charge with the Economic affairs and the Taxation, then candidate with legislative of 2007 in the 1 {{era}} district vis-a-vis Philippe Gomès within his own party, it does not pass the first tower this time Ci. He is since 2007 president of the group Avenir together with the Congrès.
  • Sonia Lagarde : vice-president of Alliance, it is nevertheless deeply chiraquienne and UDF but of the UMP is not adherent. It carried out in 2001 the list “Noumea, it capital (E)” is formed to counter the list RPCR of Jean Lèques by bringing together members of “Alliance” and Mouvement for France local. It is since 2004 1st vice-president of the Parliament of the southern Province.
  • Jean-Pierre Aïfa: forever be member of RPCR and for a long time had the appearance of independent separatist but a not-freedom fighter, it was mayor of Bourail of 1977 with 2001 and chair Territorial Assemblée, the ancestor of the Congrès, on several occasions.

  • Sylvie Robineau: old of the list " Noumea, it is Capital (E) " local elections of 2001, it is president of the Avenir group together to the Congrès of 2004 with 2007 then member of the Gouvernement Martin since August 2007.
  • Pascal Vittori: faithful of Didier Leroux for which he was the substitute for the legislative ones for 2007, he is like him member of the UDF and the MoDem. He is since August 2007 member of the Gouvernement Martin.

Trade-union representatives

  • Alain Song: chair 1996 2004 of the Territorial Union of the French Confederation of the Framing - General confederation of the Executives UTCFE-CGC, representative of the trade unions of the public office, it is since 2004 member of the government Thémereau in charge with Professional training, Employment and the Public office. It is it should be noted that he was member of RPCR for a long time.
  • Alain Descombels: trade-union representative of the small employers, former president of the Federation of Small and medium-size companies (FPME). Old near to RPCR, it of it was distant when it wanted, against the official candidate from the party, to aspire to the presidency of the Chamber of commerce and Industry. A freedom fighter

Elected officials

With the Government of New Caledonia

The Future together lays out of 4 of the 11 members in the Gouvernement Thémereau of 2004 with 2007:
  • Marie-Noëlle Thémereau: president of the government, in charge of the sector of the social Affairs and Solidarity. Following the failure of the candidates of the Future together with legislative of 2007, it announced to take holidays for 2 months and of the rumors run as what it could decide to resign, involving of this fact that of all the government and the formation again by the Congrès. * Didier Leroux: member of the government in charge of the sector of the Economy, the Taxation, Sustainable development, the Mines, Air transports and the Communications. Following its failure with legislative of 2007 during which it had to face in its own camp the president of the Parliament of the Southern Province, Philippe Gomès, he announced that his resignation of the government would be deposited “in the next weeks, time that the problems involved in my replacement can be regulated and the assured continuity of the public service”. This resignation implies in either only, if Marie-Noëlle Thémereau does not resign and if the government does not fall, the entry with the government of the following of the list Avenir together for the formation of the government, namely Bernard Nénou, which was already during a time member of transitory the first government Thémereau the June 10th 2004.
  • Alain Song: member of the government in charge of the sector of Professional training, Employment and the Public office.
  • Eric Babin: member of the government in charge of the sector of Agriculture and Fishing.

In the Government Martin elected the August 6th 2007, it makes joint list with the Gathering-UMP, its enemy of yesterday, and obtains 4 more elected officials out of 11 but, being given the collective resignation of the independence members, none them receives sector of competence, in front of being satisfied to manage the go concern until the formation of a new executive which will have to take place from here the August 21st. The Gouvernement Martin II is elected the August 21st 2007, always making joint list with the Gathering-UMP. The Avenir together then maintains its presence within the government with 4 members out of 11:

  • Harold Martin: elected official chair government the August 21st, in charge of the sector of the Mines and Fiscalité
  • Sylvie Robineau: member of the Government, in charge of the sector of the Health, the social Affairs, the Solidarity and the Handicap
  • Eric Babin: member of the Government, in charge of the sector of the Agriculture, the Fishing and the Sustainable development
  • Pascal Vittori: member of the Government, in charge of the sector of the Budget and the Finances, also in charge of the follow-up of the audio-visual Communication as well as relations with the Economic and Social Council and the Congress

With the Congress

The Future group together, chaired 2004 2007 by Sylvie Robineau then, following the entry of the latter to the government in August 2007, by Didier Leroux, initially comprised 16 members out of 54 continuation provincial elections of 2004 (during which the Future together obtained 22,25% of the votes on the whole of the Territory, positioning then like the second political clout behind RPCR). In 2004, one elected of the Gathering-UMP, Suzie Vigouroux, left its party to sit like independent while bringing its vote to the Avenir together. It finalized this support in 2007 by being then registered finally within the group Avenir together which comprises from now on 17 members. The former president of the Congress of 2004 with 2007, Harold Martin, as well as the president of the Standing committee, Anne-Marie Siakinuu, result from its row. If not, with the Congress, although having refused in the beginning, under the impulse of Marie-Noëlle Thémereau, any political coalition of 2004 with 2007, the Future together traditionally was then allied with the elected official LKS independence of the Islands Honesties Nidoïsh Naisseline and with the old elected RPCR Suzie Vigouroux, while the local National front tends to vote occasionally with the party in power. Following the elections of 2007, the new president Nicolas Sarkozy attempted to reconcile Pierre Frogier and Harold Martin which then engaged their respective formations in a rather long and tended negotiation which however led to an agreement of anti-freedom fighter majority.

In the assemblies of Province

Southern Province

With 33,8% with the elections of 2004 and 19 elected officials out of 40, the Future together is the first party of the Southern Province. It has the presidency of the Parliament of Province, in the person of Philippe Gomès, and of the three vice-presidencies: Sonia Lagarde, Philippe Michel and Christiane Gambey. Following rallying final in the future together in 2007 of Suzie Vigouroux (dissenting of the Gathering-UMP which already voted with the Future together since end 2004), the group has from now on the absolute majority almost with 20 elected officials out of 40.

Northern Province

The Future together obtained only 8,53% of the votes and 1 seat (Eric Babin, replaced since its entry with the government by Armande Duraisin) in Northern Province.

Islands Honesty

The Future together had not presented of list to the Îles, consequently the party does not have there an elected official.

Communes

  • Dumbéa : Bernard Marant, mayor since 1983 (elected before without label various loyal supporter then Alliance), re-elected (with Alliance) in 2001 (26 seats out of 33).
  • Koumac : Robert Frouin, mayor since 1989 (elected before initially various RPCR then without label loyal supporter), re-elected (without label) in 2001 (11 seats out of 23).
  • Foa: Philippe Gums, mayor since 1989 (elected RPCR before), re-elected (with RPCR) in 2001 (20 seats out of 23).
  • Païta : Harold Martin, mayor since 1995 (elected RPCR before), re-elected (as dissenting RPCR) in 2001 (24 seats out of 29).
  • Thio: Thierry Song, mayor since 2005 following anticipated elections, it succeeded in removing then with the freedom fighters, and in particular with the CPU, one their traditional bastions (10 seats out of 23).
  • Noumea: various lists of municipal oppositions are joined together around the Future together, namely the old lists: Noumea it is Capital “E” (Alliance) of Sonia Lagarde (3 seats) and lists it “All from here” Isabelle Ohlen (1 seat), that is to say total of 4 city council men out of 49.

Positions for the national expiries of 2007

Presidential

Support of the candidatures of:

  • Nicolas Sarkozy: by Harold Martin and a large majority of the movement, in particular those resulting before from RPCR (Marie-Noëlle Thémereau, Philippe Gums), but also Sonia Lagarde (chiraquienne of long time) or Bernard Marrant within Alliance. In optics to create an support group calédonien with the president of the UMP, Harold Martin and Pierre Frogier met in Paris, in margin of sitted UMP for Overseas, in order to see how the two parties enemy anti-freedom fighters can get along for a support common to the same candidate. This attempt at reconciliation gave place to no continuation.
  • Francois Bayrou: by Didier Leroux which, although member of the Future together, continues to be the regional delegate of the UDF and, today, of the MoDem.

Legislative

According to the statutes of the party, any member could make application form by joining together on his name 100 sponsorships of militants and 20 sponsorships of members of the territorial Council, representatives at least 10 local committees (of tribe, village or district). The deposit of candidature was closed the March 16th 2007 with 17:00 and was examined by the committee of the founders to make sure of their validity the March 17th. Then, the candidatures considered to be valid were presented to the vote of the militants as a general meeting the March 31st 2007. Only one candidature having been deposited for each district, the result of the primary educations was thus not a surprise.

1 {{E}} district (Noumea, Islands Honesty, Island of the Pines)

Philippe Gums, president of the Parliament of the Southern Province since 2004 and mayor of Foa, dissident of the Gathering-UMP, sarkozyste and personal friend of Harold Martin, is the only one to have deposited its candidature for the primary educations of the party. Several surveys gave him a certain advantage then (what pushed it besides to be presented), however it arrives at the time of the 1st turn the June 10th 2007 only in 4th position (with 14,1% of the votes cast) behind the candidate of the Gathering-UMP Gaël Yanno, the freedom fighter Charles Pidjot and Didier Leroux, him also Avenir together.

Didier Leroux, the “super Minister” for the Economy in the government calédonien, president of the Alliance and official representative of Francois Bayrou and of the UDF - Modem in New Caledonia since 1998, was candidate for the legislative ones in this district since the end 2006, with the nomination of the metropolitan centrist party. But, after the advertisement of the candidature of Philippe Gums, he did not want to aspire to the vote of the militants of the Future together and presented himself except party, estimating whereas the tacit agreement established during the formation of the Future together aiming at maintaining the equality between the various components of the movement (with being known in favor of the UMP and the UDF, and beyond that between the recent dissidents of RPCR and the members of Alliance) was not respected any more. He was already candidate in 1997 but was then beaten, Jacques Lafleur being then elected as of the 1e turn, and succeeds in putting this last in ballotage in 2002 by obtaining 3749 votes (15,09% of the votes, against 49,81% with Jacques Lafleur) at the 1st turn and 10.059 votes and 44,26% of the voices compared with 55,74% to the outgoing deputy in 2002. If he were elected, he would sit within the group UDF. In 2007, it arrived in third position at the 1st turn of legislative the June 10th with 14,35% of the voices, in front of Philippe Gomès. Many of its partisans estimate whereas, if the president of the Southern Province, Didier Leroux would have succeeded in being present at the second turn. Arithmetically indeed, by making the sum of the results of the two candidates Future together, that would have given a score of approximately 10.500 votes either about 28,5%, or always less than the 30,9% of Gaël Yanno but largely more than the 15,8% of the freedom fighter Charles Washetine. However, one month of presidential, it is allowed to wonder whether all the voters of Philippe Gomès (member of the UMP) would then have chosen to vote for the UDF - MoDem Didier Leroux or if on the contrary Gaël Yanno, official candidate of the UMP, would not have benefitted more from the “Sarkozy effect”. At all events, following this failure, Didier Leroux announced that he would resign soon of his station of member of the government, without specifying however of its future within the Future together.

2 {{E}} district

Harold Martin, president of the party and the Congrès, sarkozyste declared, was the only candidate with the primary education of the Future together for the second district and faced there no other dissenting candidate of his own party, contrary to what occurred in the 1 {{era}}. As a mayor of Païta, one generally regards it as the representative of the stockbreeders and the " broussards" within the political scene calédonienne. He faced the outgoing deputy Pierre Frogier, his former “enemy brother” with whom he divided the “title” of “dolphin of Jacques Lafleur” within RPCR before he is excluded from this party. It arrived at the 1st turn the June 10th 2007, with 8.729 votes and 22,4% of the votes, in third position behind Pierre Frogier and the freedom fighter Charles Pidjot. It invited to vote, as a president of the Future together, for the two candidates remaining anti-freedom fighters in the two districts, Gaël Yanno and Pierre Frogier, for the second turn.

Positionings of the party

  • Agreement of Noumea: the Future together militates for a respect “with the letter” of the Accord of Noumea.
  • Electorate: although declaring favorable to the principle “a person, a voice”, the movement took a more ambiguous position while being declared more or less for the freezing of the electorate to the only residents of before 1998 for the provincial ones, by declaring whereas the State and RPCR at the time (although this party opposed this measurement in 2006 and 2007) had promised this freezing with the freedom fighters.
  • Goro nickel: at the beginning skeptic, even very critical as for the establishment of a factory of Inco in the Great South, the Future together obtained a redefinition of the project, in particular on the environmental standards, and since its realization supports.
  • Factory of North: the Future together is favorable so that this project continues to be entrusted to the mining Company of Peaceful South SMSP (founded in the years 1990 to support the rebalancing on the level of nickel in favor of the Northern Province and in particular of its population mélanésienne) and to its Canadian allies of Falconbridge, in spite of the delays taken in the construction of the factory.
