Frenchelon

Frenchelon is the nickname given to the system of Espionnage of the Télécommunication S French, in reference to the known Anglo-Saxon program under the name of Echelon. Its existence was not officially recognized by the French authorities, although many French and Anglo-Saxon journalists, being based on military sources, spoke about it since the European authorities were interested in Echelon, or within the framework about the antiterrorist fight .

Presentation

The system would be managed by DRM and the DGSE, for which the technical direction is responsible for the strategic electronic information. Most important of the stations of listening is with Domme, close to Sarlat, in the Périgord, the others being distributed between the metropolis (the Alluets-the-King - Feucherolles, Mutzig, Mont Valérien, Plateau of Albion, Saint-Laurent-of-the-Salt marsh, Cape of Agde, Presqu'île of Giens, Solenzara, Filley and Dieuze), overseas (the St. Bartholomew's Day Massacre, the center of military listening of Bandamiers with Mayotte, the Réunion, Kourou, PAPEETE and Tontouta in New Caledonia) and the old colonies (Bouar, Djibouti).

These Station S (more the installations boulevard Mortar) collects the electronic communications, analyze them by the means of Logiciel S and as far as possible, decipher the quantified communications (messages diplomatic, military, of large companies, etc).

One should not, however, confuse this system with Emeraude (initials for mobile Ensemble listen to and seek automatic emissions), which is only one of the components of the electronic System of war of before (SGEA) of the French Army , and which the rumor a long time confused with Frenchelon .

Moreover this system supplements, outside, the system of listening existing on the communication networks of the French territory, managed by the DST, installed in each French department in the buildings of the police headquarters or their appendices, but able to also be used as network of help for the emergencies and the telephone diffusion of bulletins of alarm. This parallel network, largely oversize compared to its missions of listening (which are placed under the control of the legal authority which authorizes them and legally supervises them by controlling the use and the conservation of the data collected), are built in collaboration with the Civil security and the civil authorities or soldiers in load of the internal security and can be used for taking and forwarding in load the calls to the organizations first-aid and emergency in the event of situation of catastrophe or overload of a center of normal call. It has interconnections with the whole of the telegraphic or hertzian and diffusion, private or public operators of telecommunication, operative on the French soil and can intercept the communications of any subscriber on one of these networks. These interceptions are invoiced by the operators of telecommunication to a particularly high tariff to also help to prevent any abuse listenings, and to also allow a countable follow-up of their use by the legal authority in load of its supervision.
