The French Autoroute A32 is currently a project of doubling of a31 highway between the Luxembourg border and Toul. It is the subject of many debates, as well about its layout as of sound phasage.

Before 1996

It was built in 1971 a A32 highway between Metz and the German border (towards Saarbrucken), which was famous (of Metz to Freyming-Merlebach) A4 in 1982.
A32 remained the name until in 1996 of the currently named highway A320: Freyming-Merlebach - Forbach - Germany.

Description of the project

, Whose project has been in the paperboards for more than 15 years now, would come to double the current one between the Luxembourg border and Toul, in the West of Nancy, thus mitigating the increasingly dense circulation (of which saturation is estimated from here at 2020) on the latter. , Of Luxembourg with Toul is entirely free and its traffic, among densest of France (more than 100.000 vehicles/days between Thionville and Metz), poses, year after year, of the increasingly visible problems of circulation, the stoppers in series and… the irritation of the many users who borrow it, often to the daily newspaper. This is why a project of doubling of was born with the beginning of the year 1990. But the layout of was defined only very temporarily in 2005.

The construction of was almost acquired until in 2003, where the change of political majority of the Lorraine area came to start again the debate. Thus, the area is opposed consequently to a layout in the East (traced known as Is, i.e. in the East of current, or traced " large sillon"), privileging the idea of a layout known as " Great West ". More than its hypothetical construction, it is more the choice of the layout which poses problem. Two great layouts are considered, with the different stakes.

1 a layout Is , or Large Furrow, skirting the current one and thus serving the 3 great agglomerations of the basin native of the Moselle region, namely Thionville, Metz and Nancy, to move away from to height from Dieulouard, by creating a bar until Toul, where would be done the junction with. If this layout offers many possibilities of phasages, it causes sharp oppositions on behalf of elected officials and residents. It would cut the town of Florange into two (already crossed by…), and would hardly change gives it on. Because would be paying for it (whereas is free) and one sees badly road and users light vehicles to borrow a paying parallel from free.

2 a Large layout Western . It would be from Longwy and the Belgian border (undoubtedly connected to E25 in Belgium), passing by the Meuse (Tin) and joining it in the south of Toul. The advantage of this layout voluntarily " risqué" reside in a true policy of town and country planning, by désanclavant the Meuse, rural department and particularly disaster victim. Moreover, it would make it possible the traffic to be off-set on and to avoid A31. The opponents however state that it (connecting Paris to Strasbourg) the Meuse did not disenclose on the crossed part and that would be to it consequently a too risky bet. This layout would move away from the Lorraine economic lung, which are located him in the furrow native of the Moselle region, and thus from the big cities like Metz or Nancy. Moreover, this layout does not present any possibility of phasage. There are no constraints of major construction, except the crossing of the Regional natural park of Lorraine.

Thus, of new alternative projects are now presented: among them, one counts the setting with 2*3 ways of between Nancy and Metz, and to the Luxembourg border, even one realizable with much difficulty setting with 2*4 ways between Thionville and Metz, without counting a widening in the crossings of Thionville and Metz. A project of by-pass Thionville east being studied. Apart from the projects road, the area and more and more the Lorraine ones claim the development of the railway one, but the line Nancy/Metz is at the edge of saturation, of the Piggyback traffic, the water ways… As example, a new axis of railway freight is active between Belgium and Nancy, coming to air that already existing. Lastly, one cannot forget to evoke traditional dissatisfactions as for atmospheric pollution and sound only would generate a layout Is, in the middle of an axis equipped already well in road grid…

At all events, at present, the layout Was given on a 3 km broad tape, band which will be still reduced in the next months. It is this layout which seems to be likely the most to be born, even if the Western layout, which has supports it Area, is not buried, far from there.

But another quesion is posed: this doubling is it really inevitable and useful? The closing of for 5 months in the south of Thionville in 2005 did not generate the stoppers monsters awaited and others ralentissments on the secondary axes. Thanks to an effective policy of transport, much theheavy ones coming from Belgium and of the Netherlands and bound for the south of Europe were deviated by (axis Rheims/Troyes/Langres/) thus emptying the Lorraine axis of the trucks.
