FLE , acronym for French foreign language , indicates the French language as it is taught with learning not French-speaking people, with a cultural aim, professional or tourist. In that it is to be distinguished from the French language second (FLS). It is also to differentiate from the Alphabétisation .
The courses of FLE take place in France and also out of France.
In France, they are held in:
of the structures with nonlucrative goal (neighborhood houses, social centres, etc) where the lesson is sometimes ensured by the voluntary ones. However, certain associative structures or territorial collectivities, whose objective is the social integration from abroad residing in France, also recruit professionals to ensure the linguistic formations of FLE or elimination of illiteracy.
When the teaching of French is addressed to foreign residents with the project of installation in relatively durable France, some prefer to use the term of " French language seconde" (FLS) rather than that of " French language étrangère" (FLE). In France, the phrase " French language seconde" is very used in school context, much less when it is linguistic question of training of adults. In Canada on the other hand " French language seconde" and " francization" are of everyday usage, whatever the age of the people concerned.
The studies of Fle can lead a not-French-speaking person of origin to try to obtain certain specific diplomas (see low).
To teach Fle in the world involves methodological, different choices according to the public. In Brazil for example, Fle is worked mainly with the communicative approach.
The control of French foreign language was created in the French universities by decree of the January 25th 1983, renewed by the decrees of the February 9th 1993 and of the April 30th 1997.
The installation of the system LMD will involve its disappearance. The majority of the universities entitled to deliver control FLE will prepare master S professionals or of research of which the first year (M1) will have a course inspired by control FLE.
DILF , initial Diploma of French language , is a new diploma of the French language for the first trainings created in 2005 (the first makings envisaged as of this autumn). The DILF validates a first level of control of French; it rests on new the Référentiel for the first French assets, definite compared to the qualification levels in languages proposed by the common European Cadre of reference for the languages of the the Council of Europe (A.1.1 level.). Conceived like the initial stage in the courses of training and certification of French language, the DILF has vocation priority to validate the first French competences, in particular those of the immigrant people in France. It could be followed by the DELF.
For the pupils, students and others learning foreign not French-speaking people, the French ministry of state education created by decree of the May 22nd 1985 the DELF , Diplôme of study of French language and DALF , thorough Diplôme of French language , in the form of diplomas made up of capitalizable units. The international Center of teaching studies (CIEP) of Sevres manages these diplomas for the foreigner and each academy in France. A decree of June 19th, 1992 divided the old elementary diploma into two diplomas of studies in French language (first degree made up of four units, second degree of two units).
This system was modified by a decree of July 7th, 2005. Since September 1st, 2005, the diplomas of studies in French language (DELF) as the DALF are aligned on the common European Cadre of reference for the languages of the the Council of Europe. The system of 10 capitalizable units and 3 diplomas leaves the place to six autonomous diplomas: DELF A1 and A2, DELF B1 and B2, DALF C1 and C2. One can try any of these diplomas: there is no obligatory progression of has to C.
Since February 2007, the DELF is recognized national diploma by Décret minister of education main road. That means that the minor pupils provided education for in France will not have to pay their registration fee with the diploma any more, and that they will be able to try it of right (like the Brevet of the colleges, for example).
The price of such a diploma in comparison with the situation of certain nonFrench-speaking minors of the Casnav was always prone to debate: indeed, while being paying, it was to them often the only possible official validation. This type of pupil does not have indeed always the necessary linguistic capacities to pass the patent of the colleges. Whatever his knowledge in History or Biology in his source language, a not-French-speaking person will be inevitably linguistically Handicap E at the time of the patent of the college, and often incompetent to obtain it. The national recognition of the DELF means that this linguistic incapacity is an injustice henceforth counterbalanced by the making of tests adapted to the profile of the pupil: a Linguistic diploma , the DELF, which was to thus be quite as national as the patent of the colleges.
Actually, for several years, some Académie S (Lille for example) had printed already a local diploma are equivalent to the free DELF, but , in order to deliver an at least local recognition of linguistic capacities to these minor pupils.
Thus appeared, for example, the transitory CELF ( certificate of study of French language ), free, to some extent competing academic diploma of the DELF, and not recognized on the national plan. In certain academies one even noted the free delivery of the DELF, which went against the Loi, and especially of the capacities of finances of each academy. The best solution then remained not to make pass the DELF to the pupils of the School system, but only to the students (University, private schools of language…) being able to spend of their own pocket the Registration fee with this diploma (approximately 40 euros). Only the academy of Versailles, like pilot academy, has been able to pay the DELF with the pupils of sound Casnav (about 10000 to 20000 euros per annum), for a few years.
Any pupil provided education for in a Casnav will be able henceforth to thus try the DELF, to some extent equivalent of a patent of the colleges, but exclusively linguistic, and intended for the pupils of the Casnav. Initially, they are the levels A2 and B1 which are aimed.
DELF junior is a diploma which takes again the same structure and the same stakes that the normal DELF, but it takes account of the centers of interests of the teenagers. In the national recognition of the diploma, it is there especially the exemption from payment of this DELF which is concerned for (young people) the pupils of the casnav.
