French federation of horsemanship

Association governed by the law of July 1st, 1901, the French federation of Horsemanship (FE) is the organization of management, promotion and development of the equestrian disciplines in France. It also contributes to the selection of the horses of sport and leisure.

FE is member of the International Equestrian Fédération (FEI) and of the Olympic and Sporting National committee French (CNOSF).

In 2007, FE counts: 553560 bachelors of which: 114594 licenses of competition. It is the 4th French sporting Olympic federation of many bachelors and the 2nd world equestrian federation. The women account for 78,8% of manpower of FE and 26,67% have less than ten years. One of the challenges of the federation is to encourage the young people who grow to continue sporting horsemanship.

History

General information

1921: creation of the French federation of the Equestrian Sports.

1963: creation of National association for Equestrian Tourism (ANTE) thanks to the support of the National stud farms. In the Years 1970, this association took rise thanks to the new popular passion towards the horsemanship of leisures.

1971: creation of the Pony Club of France, also thanks to the support of the National stud farms. The Pony Club of France collected the fruits of the progression of the Poney near the children.

During more than 15 years, the world of the Cheval in France was thus divided into 3 independent entities.

1987: creation of the French federation of Horsemanship (FE) which unifies and gathers the 3 preceding entities, with the installation of delegations:

  • National Delegation with the Equestrian Sports (DNSE),
  • National Delegation with Equestrian Tourism (DNTE),
  • National Delegation with Horsemanship on Ponies (DNEP).

December 14th 1999, the statutes evolve/move. Starting from this date, the 3 delegations will dissolve and incorporate themselves in FE. The specialities of the former delegations remain however represented at the Management Committee which includes/understands a Committee Horse, a Committee Pony, a Committee Tourism and a College Competition.

The progression of the number of bachelors is constant because horsemanship is a more and more practiced sport. The growth holds mainly its source of the activity Poney. In 2002 FE counted 447.139 bachelors.

Statutory problems of 2005-2006

By decree of the August 2nd 2005 and August 3rd 2005, FE loses the approval and the delegation of the Ministère of Youth, the Sports and Community life. It is reproached the Federation for not having put its statutes in conformity with the law known as " Lamour" n° 2003-708 of August 1st, 2003. The Ministry for Agriculture and Fishing also withdraws its approval by decree of the October 6th 2005.

The principal reason for which FE did not update its statutes is that the law Lamour imposes de facto an underrepresentation in right to vote of the equestrian clubs on commercial vocation, majority of number, with the detriment of the noncommercial structures.

In order to ensure the continuity of the public service, the Olympic and Sporting National committee French (CNOSF) exerts temporarily the prerogatives lost by FE following the withdrawals of approval and delegation. It has in particular authority on the organization of the competitions and the sport high level. A Committee Horsemanship is installation. Various agreements between FE and the CNOSF allow a normal functioning of the activities, in particular for the high level contests and sport.

The new statutes of FE are adopted at the time of the extraordinary general assembly of June 19th, 2006, opening the hope of a standardization of the relations between the State and FE. Thus, the public authorities again granted approval to FE in September 2006.

By decree dated December 21st, 2006, the Minister for youth, sports and community life again granted to the French federation of horsemanship the delegation envisaged in article 131-14 of the code of the sport, putting thus fine at several years of conflicts between association and the public authorities.
