French central public administration
In France, the central public administration (or the central public administrations ), also indicated by the initials APUC , gathers the ministries and the various organizations of central administration (ODAC).
Authorities of the executive
It is about the President of the Republic, of the Prime Minister and of the Ministre S. According to the article 20 of the Constitution, the administration is at the disposal of the Gouvernement. The President and the Prime Minister share the lawful capacity like that of nomination of the civils servant of the State. Article 21 of the Constitution gives the lawful capacity of right common to the Prime Minister, and article 13 entrusts jurisdictions ratione materiae to the President.
Central services
There exist various central services. The services attached to the Prime Minister have a general competence. The ministerial departments relate to as for them a precise field. The services are generally organized according to the same structure: organized in direction, divided into subdirectorate, divided into office.
Advisory administration

Beside the central administration which has a decision-making power, there exists a consultative body the purpose of which is to clarify the central administration by giving opinions. The articles 37, 38 and 39 of the Constitution provide that the Council of State must be obligatorily consulted on the projects of Loi, the ordinances and important Décret S. The Council of State can also be consulted on the interpretation of certain texts.
Other bodies play an advisory part: for example, in the Cultural field, the Superior council of the files, the Superior council of the French language or the Advisory committee of architectural research give opinions regularly.
Independent administrative authorities

If they are not subjected to the ministerial hierarchical capacity, certain independent administrative authorities are included in the countable perimeter of the central public administration, their operational appropriations being registered to the general budget. They can also be various organizations of central administration, with the image of the Autorité of the financial markets.
