French Community Commission
The French Community Commission or COCOF is, in the federal system Belgian, the competent authority for the French-speaking institutions monocommunautaires of the Région of Brussels, this one being equipped with a bilingual statute (French and Dutch). There exist the same within the Area a Flemish Community Commission, the VGC ( Vlaamse Gemeenschapscommissie ).
Competences
By payment, the commission can act in the matters related on the culture and teaching. By Decree, it can legislate in the matters concerning inter alia physical education, tourism, the social advancement, the formation of the middle-classes, school transport, health and the assistance with the people, early childhood, the home care, the elimination of illiteracy, the convalescent homes, the libraries, the folklore of Brussels, etc
History
The French Commission of the culture had been creates in 1970 to exert in the 19 communes of Brussels the competences delegated by the French Cultural community, ancestor of the French Communauté.In 1988, following the creation of the Area of Brussels-Capital, the assembly of the French Community Commission is installation and receives the French Community the load of the matters personnalisables (health and assistance with the people).
In 1993, this assembly receives competences décrétales for health and the assistance with the people, tourism, professional training. Its budget is increased also considerably to assume these new competences. It receives an annual equipment, registered by name with the budget of the French Communauté.
Lastly, in 2001, following the agreements of Lambermont and Lombard, the means are re-examined with the rise, the assembly inherits a capacity of loan and sees itself granting the statute of Parliament.
Composition
The commission is made of an executive body (the College), and of a legislative body (French-speaking Parliament of Brussels).
The College of the French Community commission
The College is currently composed of Benoît Cerexhe (cdH), Charles Picqué (PS), Evelyne Huytebroeck (Ecologist), Francoise Dupuis (PS) and Emir Kir (PS). Its President is Benoît Cerexhe.
French-speaking Parliament of Brussels
The French-speaking Parlement of Brussels , in the past and officially always called Assemblée of the French Community Commission (or Parliament of the COCOF) is composed of the 72 French-speaking members of the Parliament of Brussels. It is currently chaired by Christos Doulkeridis (Ecologist).
