Francisco Javier de Lizana Beaumont (1750 with Logroño in Spain - March 6th 1811 with Mexico City) was there Archevêque of Mexico City and, of the July 19th 1809 with the May 8th 1810, Vice-roi of News-Spain.

Ecclesiastical career

Lizana Beaumont studies there with the seminars of Calatayud and Zaragoza, where in 1771 receives its Doctorat in right gun and civilian. In 1772 he teaches at the University of Alcalá de Henares. In 1795 he is bishop in partibus of Taumasia, and in 1801, bishop of Teruel. In 1802 it is named archbishop of Mexico City, where it arrives in January 1803.

Its ecclesiastical ministry is characterized by a work of social improvement. It increases and equips the hospital with San Lázaro, Hospicio de Pobres (old people's home of poor) and Put it of Niños Expósitos (orphanage). With the University of Mexico City, it creates the pulpit of the ecclesiastical disciplines.

Political career

It was those which required of the Marshal Pedro de Garibay to assume the position of Viceroy after the coup d'etat which deposited Jose de Iturrigaray. Garibay made it, but when the Junta of Aranjuez was briefing of her large-age and knew that it was the and commercial rich person puppet Audiencia, they named the Archbishop Lizana there Beaumont to replace it by interim in February 1809. The archbishop was selected because the Junta knew that the catholics did not support Napoleon, following the imprisonment of the Pope Pie VII in 1809. Lizana named his/her cousin, the inquisitor Juan Sáenz de Alfaro, to deal with its ecclesiastical loads thus itself could concentrate on its political tasks. Sáenz de Alfaro was however not a very popular choice.

It forms new units of the provincial militia and makes come from the weapons of England. It confiscates the properties in News-Spain of Marked of Branciforte and Duque de Terranova, of noble Spanish favorable to the King Joseph I (Joseph Bonaparte). It obtains a hiring of 3 million gold pesos for these properties. In all, Lizana manages to join together 9 million pesos for Spain. As a personal contribution to the effort of war, it does not accept any wages.

Like Garibay, he faces the opposition of the party of independence. News-Spain changed following the events which have occurred in the motherland. Anonymous leaflets and clandestine satires circulate. Political groups are formed to seek independence. After the coup d'etat against Iturrigaray, they realize that there does not remain place for a legal channel towards a political change and which only the way of the direct action remains possible. The informed Viceroy of these facts however does not take any measurement against these groups. For this reason the partisans of Spain in Audiencia show it to be a creole partisan of the S.

An independence conspiracy is discovered in Vallodalid (Morelia, Michoacán), with at its head Lieutenant Jose Mariano Michelena and the Father Vicente de Santa María. They are stopped and Lizana orders that they are led to Mexico City so that it can discuss with them. The conspirators then propose to the Viceroy (as it was reported by Michelena) to train a Junta which would control News-Spain in the name of King Ferdinand VII and would take the required measures aiming at extending the reign of this " auguste" sovereign. Lizana sees nothing criminal there and orders to release them, to the great displeasure partisans of Spain.

Revocation

Because of this and other failures like because of its age, the regency of Aranjuez revokes it. She orders in Audiencia to take over temporarily the duties until the arrival of next Vice-roi, Francisco Javier Venegas. Lizana takes again its archbishop's palace then. It is rewarded by the Cross for Carlos III. He dies in 1811 in Mexico City.
