Francis Cloud Idrac , born on October 1st, 1946 in Paris, is a French senior official, Préfet of the area Aquitaine, prefect of the zone of South-western defense, prefect of the the Gironde.

Holder of a license of right, it is graduate Institut of political studies of Paris, and raises National school of administration (Promotion Simone Weil).

At its exit of the ENA in 1974, it begins its career as civil administrator from 2nd class at the office of the Plan of the ministry for the Interior, becoming chief of the office of the Plan in 1976.

Sub-prefect the following year, it is named general secretary of the prefecture of Tarn-et-Garonne (1977) then of those of the Aisne (1981) and of the Yvelines (1986), before becoming sub-prefect of Argenteuil in 1989. Meanwhile, he is also assistant editor of the cabinet of the police chief of the Republic of the area of Ile-de-France and the department of Paris (1982-1986) after having integrated DATAR a few months. Obtaining the rank of prefect in 1993, it is named, this year, director of the cabinet of the prefect of the area of Island-of-France then directs the following year the interdepartmental Délégation to the City, until 1996, year when he is prefect of the the Valley-of-Marne.

Prefect except class of the area of Basse-Normandie and the Apple-brandy in 2000, it is named prefect of the area Languedoc-Roussillon and of the Herault on July 4th, 2002, posts where it was famous being in conflict with the socialist president of the district council of Languedoc-Roussillon, Georges Frêche. He becomes prefect of the area of Aquitaine, prefect of the zone of South-western defense, prefect of the the Gironde in July 2005.

He is married with Anne-Marie Idrac, former UDF deputy and today chairman of the SNCF, met with the ENA in same promotion.
