In construction since the medium of the Years 1970, the Francilienne , also called A104, is an expressway which must allow the skirting of Paris, in the medium term, on a radius of 20 kilometers while passing by the whole of the new cities. The State decided to continue the looping of Francilienne in the Parisian west. It stops for the moment out of bottom-bag with Cergy-Pontoise. It remains to then connect Méry-on-Oise (Val-d'Oise) to the A13 (Yvelines) then with Saint-Quentin-in-Yvelines. The realization of these a few tens of kilometers would thus buckle this highway, which would make then the turn of the Paris and its suburbs.

It is one of the four Paris by-passes with the ring road, the A86 and the Grand by-pass Paris.
