François Huwart was born the June 20th 1947, with Nogent-le-Rotrou in Eure-et-Loir. He is appointed, mayor, former Secretary of State to the Foreign trade of Lionel Jospin and high-civil servant with the ministry for Defense.
President of the radical federation of left of Eure-et-Loir and regional adviser in 1986, he becomes mayor of Nogent-le-Rotrou in 1989, two years after the death of his father, Robert Huwart, mayor and president of the General advice. He is largely re-elected with the town hall in 1995 and 2001.
Deputy of Eure-et-Loir in June 1997, it enters the government of Lionel Jospin like Secretary of State to the Foreign trade on July 28th, 1999. In addition to the functions of economic diplomacy and support for the French companies, it is charged by Lionel Jospin negotiating in the name of France and representing it with OMC for the launching of the “cycle of the millenium”. It takes part thus in the conferences of Seattle in 1999 and Doha in 2001, as with the social forum of Porto Alegre in 2000 (where he is the first member of a French government to make displacement) or with the World economic forum of Davos in 2001.
He resigns with the government the shortly after the April 21st 2002. Beaten by Patrick Hoguet with the legislative elections of June 2002, he is re-elected appointed in an partial legislative election on March 23rd, 2003 with 55% of the voices following the invalidation of the preceding election by the constitutional council. He is again beaten in 2007, this time by Laure of Raudière.
