François Holland () is a Politician French, first secretary of the Socialist party, Maire of Tulle (Corrèze) and appointed First district of Corrèze.

Biography

Origins, studies and family

Born the August 12th 1954, with Rouen, Seine-Maritime, François Holland is the son of Doctor Georges Holland, Médecin ORL, and of Nicole Tribert, social worker. It is resulting from a family of the Normande upper middle class.

It passes its childhood to Wood-Guillaume, city residential on the heights of Rouen, then with Neuilly-sur-Seine, where he is pupil with the Pasteur College. He is bachelor of law of the Faculty of Paris, graduate of HEC Paris of the Institut of political studies of Paris and of the National school of administration (ENA).

Towards the end of the Years 1970, it meets Ségolène Royal at the time of one evening of the National school of administration. After having had four children: Thomas (1984), Clemence (1986), Julien (1987) and Flora (1992), they signed a PACS in 2001. Their separation was officialized the evening of the second turn of the legislative elections, on June 17th, 2007.

His/her current partner is the journalist Valerie Trierweiler.

Political career

Beginnings: an economist of left

François Holland chaired the section of the National union of the students of France the Institut of political studies of Paris. In 1974, it enters to HEC Paris and the support group chairs it François Mitterrand. In 1980 left the National school of administration (ENA, promotion Voltaire) to the 11th rank, he becomes listener with the Court of Auditors. It had entered one year before to the Socialist party, and becomes, thanks to Jacques Attali, adviser of François Mitterrand for the questions economic.

In June 1981, it is presented to legislative against Jacques Chirac in the district of Ussel (Correze) but is beaten as of the first turn. It obtains 26  % of the votes while the president of RPR exceeds the 50  %.

With the election of François Mitterrand, in 1981, he becomes operations manager (always in connection with economy) for the Elysium, at the time where the new capacity starts its policy of revival by the request (according to the principles of John Meynard Keynes) and of nationalizations. In 1983, he is principal private secretary of two successive spokespersons of the government of Pierre Mauroy: max Gallo and Roland Dumas. The same year, it fails the municipal elections, but becomes city council man of Ussel (Corrèze), the district of Jacques Chirac.

In 1984, little tried by the quarrels of tendencies, it founds the transcourants with some friends, in particular Jean-Yves Le Drian, Jean-Pierre Mignard and Jean-Michel Gaillard.

The rise: of the delegation to the direction of the party

In 1988, after the re-election of François Mitterrand, it is elected appointed of Tulle (1st district of Corrèze), with close to 53  % of the votes cast. It is named professor of economy in 3rd year of the Institute of political studies of Paris of 1988 to 1991. In 1990, it supports Mauroy-Mermaz-Jospin motion with the congress of Rennes.

In 1993, it loses its mandate of deputy and assumes the chairmanship of the “pilot Club” of Jacques Delors, which it preserves until in 1997. He is currently honorary president.

Magistrate of the Court of Auditors, François Holland has an equivalence allowing him to follow the occupation of lawyer: he thus works some time in the cabinet of his friend Jean-Pierre Mignard. In November 1994, he becomes national secretary of the Socialist party, in charge of the economic questions. It approaches Lionel Jospin after the renouncement of Jacques Delors (whom it supported in his possible candidature). Lionel Jospin does of him one of the spokespersons of its presidential campaign, then that of the party in October 1995. After the victory of the Plural left, in 1997, François Holland find his seat of deputy (with 54  % of the votes cast) and Lionel Jospin is named Prime Minister. This last chooses it to succeed to him like First secretary of the party. It integrates the national office of the PS (since November 1997). In 1999, François Holland is elected European Député and vice-president of the Internationale Socialist. In 2001, it is elected, after two attempts, mayor of Tulle, with 53  % of the voices to the first turn.

The chief of the opposition

In spite of the defeat of the left , it is re-elected appointed, on June 16th, 2002, for XIIe legislature (2002 - 2007), with almost 53  % of the votes cast. After the withdrawal of Lionel Jospin, he becomes truly the owner of the Socialist party. For this reason, it directs the drafting of the socialist program for the regional elections and cantonal and invests itself precociously in the countryside. At the end of 2003, it is one of the only leaders to consider a broad victory possible and entrusts the direction of the countryside to François Rebsamen. In March 2004, the PS gains 20 of the 22 areas of metropolis and the Guadeloupe, two thirds of the renewable cantons elect an adviser of left, and 51 of the 100 departments has a president of left (for the first time since 1946), the PS progresses to the detriment of the right-hand side; in June, the PS obtains almost 29  % of the votes cast with the European elections, its record for this poll.

At the end of spring, François Holland develops the calendar development of the program of the Socialist party for the next national elections of 2007. The text was submitted to the members of the PS and approval on June 22nd, 2006. The finalized project was approved by the national council of the Party on July 1st.

Always in 2004, it gives an opinion for “yes” with the European Constitution and is opposed to the number two of the party, Laurent Fabius.

It organizes an internal referendum with the PS on the question. The 1 {{er}} December, the militants votes “yes” with 59  %: François Holland in reinforced fate and obtains a statute of présidentiable for the presidential election of 2007. If it leaves its station of number two with Laurent Fabius, it replaces several of the partisans of “not” to the National secretariat by promoters of “yes”, including one certain number of ministers of Lionel Jospin: Martine Aubry, Dominique Strauss-Kahn, Jack Lang, etc On the other hand, it leaves weakened referendum of May 29th, 2005 when the majority of the socialist sympathizers voted “not” according to the surveys carried out at the exit of the polling stations.

It leaves partially reinforced congress of Mans, where its motion obtains 54  % of the votes cast at the time of the vote of the militants, a majority less comfortable than those obtained previously (84  % in 1997,73  % in 2000,61  % in 2003) but much more comfortable than those of François Mitterrand with the congress of Épinay (1971) and Metz (1979), where the motion of the direction was in lower part of the 50  %. Wanting to put an end to one year dangerous sharp discussions and quarrels, François Holland chooses to propose a synthesis with the minority currents, which accept (but Arnaud Montebourg withdraws current NPS). In its closing speech, it reaffirms its authority, is pleased “with the found unit” and invites its party to prepare for the presidential elections of 2007.

The November 24th 2005, being the only candidate, it is re-elected First secretary of the PS with 77  %. The participation was of 69  %.

Its detractors reproached him an absence of charisma and show it owe its current statute with the only support of Lionel Jospin (critical which is not justified any more since the congress of Dijon).

Part of its real inheritance is shared with Ségolène Royal in the real Civil society “the Fir plantation” made up in April 1990, with the capital of 914.694 euros, based 28 rue Duquesne, Paris VII.

François Holland is the first signatory of the motion 1 presented to the congress of Mans in November 2005. Its principal supports are Martine Aubry, Jack Lang, DSK, Ségolène Royal, Julien Dray and Bertrand Delanoë.

The June 17th 2007, François Holland is re-elected appointed with the second round, with 60  % of the votes cast. A few days earlier, and in accordance with its former declarations, he declares that he will not be candidate for his own succession with the head of the PS (of which the vote is envisaged in 2008). At the same time, a dispatch of the AFP officializes its separation of with Ségolène Royal. According to The Telegraph of June 25th, 2007 taking again the remarks of Raphaëlle Bacqué, Ségolène Royal had intervened with Paris Match to obtain the reference of the journalist Valerie Trierweiler, introduced like the news " amie" of François Holland.

François Holland decides after the failure of the Party and his candidate to Presidential of 2007 to maintain the appointment annual of the Socialists at the time of the summer school with the La Rochelle (from August 31st to September 2nd, 2007). In spite of noticed absences, the university seems a success. The closing speech of the first secretary wants to pose the bases of the restoration of the party, while affirming its will to be in the months to come an important leader for the left. In margin of the university, he declares that it wishes to be the candidate of the socialist party for the presidential election of 2012. In the immediate future, he announced to be candidate with cantonal in Corrèze to take again to the presidency of this general advice, currently directed by UMP Jean-Pierre Dupont.
