François Goulard (born the September 21st 1953 with Valves in the Morbihan), is a Politician French, member of liberal Démocratie then of the UMP starting from 2002. Deputy of the Morbihan of 1997 with 2004, Mayor of Valves of 2001 with 2004 and since December 2006, it was Secretary of State to transport and the sea of 2004 with 2005 and Ministre for higher education and research of 2005 with 2007. He was re-elected appointed in 2007.
Engineer of the arts and manufactures of the Central School Paris in 1976, and former student of the Institute of political studies of Paris (1977), François Goulard is graduate in public administration of the National school of administration (1981).
At its exit of ÉNA, it was named listener, then public auditor with the Court of Auditors (of 1981 to 1985).
He is director-assistant of the cabinet of the Minister for the Post office and Telecommunications in 1986 principal private secretary then of the Minister for the Post office and Telecommunications in 1987.
Of 1989 with 1997, he is managing director of the Parisian Bank of credit (Groupe Suez).
In 1997, it enters in Politique and is elected Député of the Morbihan under the label liberal Démocratie.
In March 2001, it is elected Maire Vannes and is re-elected appointed the June 16th 2002, for XIIe legislature (2002 - 2007), in the 1st district of the Morbihan (Valves), this time under the label Union for a Popular movement.
Member of the group UMP at the assembly, it is, of 2002 to 2004, vice-president of the Plan and General economy, Committee of supply to the National Assembly, and also Assistant general secretary of the U.M.P. in charge of the militant and management training.
The March 31st 2004, it is named Secretary of State to transport and the sea in the Third government of Jean-Pierre Raffarin. It leaves its function of mayor then.
It is named deputy secretary with higher education and research in the Gouvernement Dominique de Villepin the June 2nd 2005.
He is the cofounder of the liberal club Réforme and Modernité.
In December 2006, there takes again its function of mayor of Valves while remaining minister.
The March 26th 2007, this close relation of Dominique de Villepin announces her support for Francois Bayrou for the presidential election of 2007, adding its intention to leave the UMP the April 24th 2007, it announces that it will vote Nicolas Sarkozy with the second turn of the presidential election saying that it " had always remained of droite" . Only deputy UMP present at the gathering against the amendment Mariani (tests DNA within the framework of the law on immigration) with the Zenith on October 14th, 2007, it was highly recalled to the order by Francois Fillon on October 16th, 2007, whereas Jean-François Cope qualified its initiative of " choquante".
