François Goiran (born with Nice in 1847 - died in 1927) was a Militaire and a Politician French. He was Minister for the War in 1911 and mayor of Nice of 1912 with 1919.
He is the first niçois to enter to the Polytechnic school. In 1870, at the time of the Battle of Sedan in which it takes part as a lieutenant, it is made prisoner. After its release, it continues its military career: it is thus Brigadier general starting from 1902 Major general then in 1906. In 1911, it is named Minister for the War but it will occupy this function less than one month.
He became mayor of Nice in 1912. Appreciated for its honesty and its baited work, it reformed the public services and developed a statute for the civil servants. When the First World War was started, it reinstates the army, without to give up its mandate of mayor. The town of Nice is then ruined because of the collapse of the Tourisme, main activity economic. At the end of its mandate, in 1919, the municipal debt rises to 61 franc million. It makes nevertheless adopt the construction project of a monument in homage to Niçois died at the time of the war 14-18. This war memorial will be born in 1928, quay Rauba Capèu. It will not be represented with the municipal elections of 1919.
