François Goguel (born in 1909 and died in 1999). He studied at the Institute of Political Studies of Paris. He was professor of political sicence thereafter there. He was named member of the French Constitutional council by the president Pompidou, by decree of the February 24th 1971. He exerted this function of the March 5th 1971 with the March 5th 1980.
