François Boulangier (born on April 1st 1926 with Metz) is a French philatelist specialized in the collection of the postage stamps British to the effigy of Elisabeth II and drawn by Arnold Machin.

Doctor in chemistry, it is in this field that it carried out his professional life.

He begins his collection of postage stamps as from May 1968. During a sale, it buys a stamp collection of country of old the British Empire, in which it will specialize. It quickly adheres to the Franco-British philatelic Club. With this collection, it takes part in national exposures in France where its prices enable him to contribute during international exhibitions.

General secretary of the philatelic Club Franco-British and close to the retirement, it initiates himself with the data processing and the data management with the emissions with the type Machin . Indeed, those present a number of variations of facial values, colors, of paper, Gomme, printers inter alia which make useful the use of this computing activity. Its regularly updated monograph is published by its association and is one of the only references in French language on these stamps.

He is also member of the Royal Philatelic Society off London and of the Pacific Islands Study Circle.
