The fourth district of the Haute-Garonne is delimited by the electoral Découpage of the law n°86-1197 of the November 24th 1986 , it gathers the following administrative divisions:

• Canton of Toulouse-2,
• Canton of Toulouse-3,
• Canton of Toulouse-11 (less the commune of the Portet-on-Garonne).

According to the general Census of the population in 1999, carried out by the National institute of the Statistics and Economic studies (INSEE), the total population of this district is estimated at 92565 habitants^, .
