Geographical and sociological description

The 4th district of Haut-Rhin consists of three cantons:

Old possession of the imperial family Habsbourg Rhenish Sundgau remains very largely catholic, as well in Sierentz, Huningue as in Habsheim. The share of the Protestant populations is here, as in the districts close to Altkirch and Guebwiller, one of weakest of Alsace. The religious practice in addition keeps here a good level.

Historically dialectophone, a very big part of the population of the district states to include/understand and speak the Alsatian one, that in the whole of the cantons. The French was used here usually only starting from the end of the second world war, before only a minority of the population stated to include/understand it, establishing here one of the levels low of comprehension of the French of Haut-Rhin.

Political description

Old district of “Mulhouse-Countryside”, which then gathered also the current cantons of Wittenheim and lllzach, the district had been one of the stronghold of catholic party UPR during the inter-war period, represented here by Medard Brogly, burning defender of Alsatian particularisms. It was about one of the most solid bastions of political Catholicism, M.Brogly being re-elected very easily in 1932, and its successor imposing itself easily in 1936. Here, as in the " autre" Sundgau, the domination of the regionalistic democracy-Christian woman was not really threatened before the beginnings of Ve republic.

Indeed, the MRP exceeded here in 1946 and 1956 the absolute majority, threatened in an episodical way by the movement gaullist RPF. It laid out of more than one establishment more solid than, incarnated elsewhere by the deputy Henri Ulrich, very present in the canton of Habsheim. This one was only “survivor” MRP of the vague gaullist who touched the department in 1958, he triumphed indeed over a short head over the gaullist Kroepflé and Christian-social Moser de Sierentz. H.Ulrich was however beaten in its turn in 1962 by Kroepflé, preceding this one only in Habsheim. The district was since then represented by elected officials gaullists: Kroepflé until in 1967, R.Schouler de 1967 to 1968, Antoine Gissinger, supported by the CDS after 1973, holding it of 1968 to 1986. If the district thus granted to results impressive to the gaullism at the time of the national elections - the de Gaulle general there receuillait 74% of the voices in 1965 - the town councilors remained Christian-Democrats, with the image of the general advisers Ulrich, Weber and Moser. From 1986, J.Ueberschlag, “dolphin” of A.Gissinger and mayor of Saint-Louis, represented the district, this one having in addition been modified considerably by the creation of a new district in 1986, removing to him the cantons of Wittenheim and Illzach.

The 4th District has a relative heterogeneity between the rural canton of Sierentz and the urban cantons of Habsheim (directed towards Mulhouse) and Huningue (very directed towards the city close to Basle). This district remains very largely directed on the right, and that in the whole of the cantons. The J.Ueberschlag deputy was elected with the 1st Turn in 1988, re-elected in 1993 and 1997 against the candidate of the FN with very vast majorities (76% in 1993 and 74% in 1997). In 2002 the left (13% of the voices for the socialist candidate) was present for the first time since 1981 at the 2nd Tower vis-a-vis the outgoing deputy. This one, in spite of a competition interns on the right of the general adviser of Huningue, very largely was however re-elected with the 2nd Turn (71%). The left does not have true points of force in this district. The FN carries out scores weaker there than elsewhere in Alsace, those remaining all the same above its national average. A characteristic of the district lies in the important weight of the regroupings of crosses border dailies to work (20% of the active population) which introduces a candidate, J.L Johanneck, at the time of the legislative ones: in 1997 and 2002 this one realized more than 10% of the voices.

The orientation on the right of the district is visible at the time of the national elections. In 1988 J.Chirac carried out 54,2% of the voices there. In 1995 it at the head placed E.Balladur (26,6%) in front of J.M Le Pen (23%), J.Chirac (18% in spite of the support of J.Ueberschlag for its candidature) and L.Jospin (15,5%). It granted moreover 61,2% of the voices to J.Chirac with the 2nd turn. In 2002 J.M Le Pen arrived at the head (22,8%) in front of J.Chirac (19,8%), F. Bayrou (9,86%) and L.Jospin (9,84%).

The expiries presidential and legislative of 2007, as in the remainder of l4alsac, were marked here by a strong fall of the extreme-right-hand side, largely reinforcing anchoring on the right district. It is indeed in Sundgau Rhénan that N.Sarkozy carried out its best Alsatian score on April 22nd, exceeding 40% (41,1%). and that in each of the three cantons composing the district. It made more than to double the result of J.Chirac in 2002, and approached the score of V.Giscard d' Estaing in 1981.Face with this very strong result of the candidate UMP, F.Bayrou arrived in second position, with 20,5% of the voices, a score slightly lower than its regional average, but doubled to him also its score of 2002. It carried out its best score with Habsheim (21,3%) of which the general adviser, C.Buttner, had decided for him. S.Royal arrived in third position, obtaining 14,8% of the voices, in light withdrawal of the score of L.Jospin in 1995, exceeded 15% with Huningue and Habsheim, but reached only 12,4% with Sierentz. Lastly, J-M Le Pen, which had placed at the head candidates in 2002, lost more than 10 points to the profit of N.Sarkozy, even of F.Bayrou, obtaining only 12,7% and exceeding 15% in no canton. The second turn of the elections benefitted very largely N.Sarkozy, carrying out with 70,2% of the voices the best score of a right-wing candidate since V.Giscard d' Estaing in 1974. He exceeded 73% with Sierentz, 70% with Hunigue, and carried out 68% with Habsheim and had very clearly profited from very good carryforwards from the UDF electorates (C.Buttner had decided for him lasting the between-two-turns) and FN. The candidate PS was largely dominated in the whole of the communes of the district, not exceeding 38% in Saint-Louis and Hunigue, and 32% with Riedisheim, common near to Mulhouse.

The legislative elections of June confirmed this broad domination of the right-wing candidates in the district, making it possible J.Ueberschlag to be re-elected with the first turn with its best score (58,8%). Criticized until little before the elections for his longevity - it occupies the seat since 1986 - the outgoing deputy thus inflicted an important denial with those which denounced its wear. It is true that it without doubts had profited in addition from the withdrawal of C.Buttner, in dissension with the new line of F.Bayrou, and of the not-candidature of J-L Johanneck. J.Ueberschlag exceeded 60% with Sierentz, and approached 58% with Hunigue and Habsheim, confirming the unquestionable homogeneity of the electoral behaviors of the district. Vis-a-vis him, the candidate PS, little known, M.Raber arrived in second position, with 13,9% it slightly improved the score of 2002, exceeding 15% only with Habsheim, and carrying out 12,7% with Sierentz. The weakness of the left was however largely confirmed by this score. With the image of the whole of the candidates introduced by the Modem in Alsace, P.Stirby, wire of the general adviser and F.Striby unfortunate candidate, lost at the time of these elections more half of the voices carried out by F.Bayrou, without doubts opposed to the position " neither right-hand side nor gauche" adopted by the candidate, with the profit of the outgoing deputy. He carried out only 9,7% of the voices, His scores varied from 7,7% with Sierentz with 12% with Huningue. Lastly, the fall of the FN was not very largely confirmed, its representative, R.Curan however already candidate in 2002, did not obtain any more but 6,6% of the voices, there still parts towards the leaving deputy and the abstention.

With leaving the elections presidential and legislative of 2007, the district is affirmed more clearly still anchored on the right, like it showed the results of N.Sarkozy to the first and second towers of presidential, then the very easy re-election of J.Ueberschlag on June 10th, in spite of an important political longevity. The electoral geography of the district remains very homogeneous, the differences between the three cantons being tiny and affirming all a clear orientation on the right. Just can one say that the canton of Sierentz remains most largely anchored on the right, it is here that N.Sarkozy and J.Ueberschlag obtained their best results, but the cantons of Huningue and Habsheim are also largely favaorables with the right-wing candidates, the being established power struggle with 69-70% in favor of ceeux-Ci. The relative success of the candidature of F.Bayrou was anchored here, as in the whole of the area, a dynamics of center-right, with the image of the standpoint of C.Buttner favorable to Bayrou with the first turn then has Sarkozy with the second, who did not accept the not-positioning of the UDF candidate to the second turn. The candidate Modem with legislative, profiting however from a known name, could not prevent here, more than elsewhere in Alsace, the loss of half of the UDF voters, left towards the outgoing deputy because of the positioning of F.Bayrou. The left did not progress, regressing even rather clearly compared to 1995, and does not have points of anchoring in the district, even if its candidate with legislative could exceed 13% with the legislative ones. Lastly, the extreme-right-hand side, certainly less strong here than into the remainder of Alsace since its emergence, fell on a very low level, not exceeding 15% with presidential more, and not reaching but 6,6% with the legislative ones.
