Created in 1987, in Barcelona, under the aegis of the Council of Europe and the impulse of Mr. Gilbert BONNEMAISON - former Mayor of Epinay-sur-Seine and cofounder of the French prevention policy, the Forum European is an Governmental organization who gathers more than 300 local government agencies and which aims to reinforce the prevention policies of criminality and to promote the role of the local government agencies in the development of the policies at the national and European level.
The FESU acts like a place of dialog, reflection and co-operation. It supports positive experience sharing, by the means of a co-operation inter-cities. It thus contributes to stimulate and direct the local, national and Community policies as regards prevention of the urban insecurity and treatment of the delinquency.
safety is an essential community property, very related to other community properties like social inclusion, the right to work, health, education and the culture. Any strategy using the fear is to be rejected with the profit of actions supporting an active citizenship, an appropriation of the territory of the city and the development of the collective life. The access to the rights supports the right to safety, (Proclamation of Saragossa, 2006)
Extremely of a network of experts resulting from universities and private institutions, it assists the cities in their common reflection making it possible to better target their actions.
National forums were created in France, Italy, Belgium, Luxembourg, Spain and Portugal.
The FESU is directed by an Executive committee of 21 cities, elected each year by its members. It is currently chaired by Juan Alberto BELLOCH JULBE, Maire of Saragossa, and vice-chaired by Bela DANIELISZ, President of the General meeting and the Committee for the Law and order and Safety, Budapest (Hungary), Giorgio PIGHI, Maire of Modena (Italy), Carlos TEIXEIRA, President of the Municipal Room of Loures (Portugal) and Richard OLSZEWSKI Assistant Maire of Roubaix (France), which also takes up the duties of Treasurer.
The Forum works with the majority of the 27 countries of the European Union, and has an advisory statute near the European commission, of the Council of Europe and the United Nations.
He is member of the groups of expert “Traffic of the Human beings” since 2003 and the group “political Needs for relevant data criminality criminal justice”.
The FESU is cofounder and Secrétaire of the International Center for the Prevention of Criminality and member of the International counsel of the Scientists and Professionals (ISPAC) of the prevention program of the Criminality of the United Nations.
In 1998, it received an Honorifique price of UN-HABITAT (Center of the United Nations for the Human settlements).
On the other continents, the Forum supports the development of the Forums African and Latin-American.
The members of the FESU profit from the following services:
800 representatives, resulting from 220 European cities, met in Saragossa the 2 November 4th, 2006 and adopted Proclamation of Saragossa “Safety, Démocratie and Cities”, in the presence of participants of African cities, north American, latino American and Asian. They invited the towns of Europe and other continents to join them while adopting and by setting up the principles of this text.
