File ANRU

Development

It is the local government agency or the Community (Communauté of agglomeration, SAN, Communauté of communes, etc) which are “carrying” the renovation project urban. It belongs to him “to assemble” the file by collecting near all the partners the elements necessary to his constitution.

All the parts required by the general payment of ANRU must be provided according to the content-type of the file defined by the agency. In particular:

the file will clarify in a very precise way the operational phase, which will be the subject of the contractualisation, and will present as information the actions under consideration for the not yet precisely stopped part.
the file must correspond to a completely operational multiannual project being held at the latest until 2008.
the file must comprise a description, operation by operation, year after year, of the control of work and the plans of financing selected.
the file includes/understands especially the " model financière" , table of quantified figures of 5 Mo, contractual part having value of Gospel for the future DAS (Decisions of Attributions of Subsidy) allotted to the various building owners.

Instruction

The “buckled” file is demounting by the Mayor or the President of the Community to the territorial Delegate (Prefect or representative DDE) of the department.

After instruction (which integrates the consultation of the local partners of the agency) by the territorial Delegate the file is transmitted to the ANRU.

A meeting between partners can lead to a request for complements to the actors.

Then the file is examined by the Committee of engagement, is chaired by the Managing director of the ANRU, with presentation by the Mayor or the President of the Community and Préfet.
The representatives of the social lessors take part in theory in this presentation, just as the representative of the Deposit and consignment office (CDC).

The Committee of Engagement delivers its opinion on the basis of which the renovation project urban is adopted or not like operation of restoration urbaine.
The formalized opinion is communicated to the territorial Delegate, to the Mayor or to President of the Community and Préfet.
In the event of favorable opinion, multiannual convention is prepared.

Approval

The multiannual convention written (in dialog with the building owners concerned with the operation) by the territorial Delegate, is subjected to the approval of the Board of directors or the Managing director (DG) of the ANRU. Decision making varies according to three thresholds:

Lower than 20 million euros of subsidy ANRU: the DG of the ANRU can approve convention after opinion of the Committee of engagement.
Between 20 and 50 million euros: The DG or the Committee of engagement can solicit the Board of directors or then convention is approved by the DG.
Above 50 million euros, the projects are examined as a board of directors on the opinion of the Committee of engagement.
