Fifth district of North

The fifth district of the Northern is one of the 24 French electoral constituencies which account the department of the Northern . It is represented in XIIIe legislature by Sebastien Huyghe, appointed UMP. Its substitute is Mrs. Annie Leys-Desobry.

Geographical and demographic description

The fifth district of the Northern is located at the periphery of the agglomeration inhabitant of Lille. Located between this one and the Pas-de-Calais, the district is centered around the town of Seclin and is mainly perish-urban. It is delimited by the electoral Découpage of the law n°86-1197 of the November 24th 1986 , it gathers the following administrative divisions:

According to the general Census of the population in 1999, carried out by the National institute of the Statistics and Economic studies (INSEE), the total population of this district is estimated at 123.851 habitants, .

Political description

The fifth district of North was regarded a long time as a stronghold of the left because of its working sociology, wedged between the field and the town of Lille: thus, Seclin, main city of the district, is equipped with a communist municipality. That explains why it remained on the left at the time of the blue vagueness of 1993, and that Martine Aubry was essential on it easily, with 60% of the voices, in 1997.
However, the legislative ones of 2002 marquerent a turning in the political life of the circonscripion, since they transfer the victory of its challenger of right-hand side by 1.044 votes in advance, that is to say 51,09% of the votes. This slip on the right of the district was confirmed with presidential of 2007, since Nicolas Sarkozy was essential there by 52,53% of the voices, hardly less than its national score of 53,09%; and by the re-election of Sebastien Huyghe to the legislative ones.
