Federation of the independence coordination committees
The Fédération of the independence Coordination committees (FCCI) is a moderated independence political party of New Caledonia.
History
The dissidence of François Burck, Léopold Jorédié and Raphaël Mapou
This party was created in May 1998 starting from several dissidents of FLNKS who had been excluded from this one to be itself opposite with the line adopted by the independence face in the negotiations of the Accord of Noumea. FLNKS had thus posed in precondition to any dialog that the Company Le Nickel SLN (of which the State is shareholder) yields to the mining Company Peaceful South SMSP (created with the beginning of the year 1990 in preoccupations with a rebalancing in order to insert Mélanésiens in the exploitation of nickel) its mines in North. Despizing of this watchword, three leaders of the party decided to open only the negotiations with RPCR: François Burck (one of independence Europeans, former president of the Union calédonienne of 1989 with 1996), Léopold Jorédié (he also member of the Union calédonienne and at the time president of the Parliament of the Northern Province since its creation in 1989) and Raphaël Mapou (of the Palika, former mayor of Yaté of 1990 with 1995). These three men were then excluded from FLNKS and their formations of membership in his center (CPU for Burck and Jorédié, Palika for Mapou). Finally, FNLKS will obtain finally win, the solid mass of Koniambo being yielded to the SMSP.
The creation of the party
After the signature of the Agreement of Noumea the May 5th 1998, the principal leaders of internal dissidence to FLNKS and excluded recently from the movement, François Burck (former president of the Union calédonienne of 1989 with 1996) and Léopold Jorédié (which was then still president of the Parliament of the Northern Province since 1995, and he also of the Union calédonienne), decided to create their own party.
The success of the elections of 1999
With the provincial elections of 1999, first expiries with which are confronted this new party, this one succeeds in making a rather honourable score being given its young age. The FCCI then presents three lists, one in each province:- Cono Hnaéjé Hamu, former mayor of Lifou, directs the list of the Îles Honesty. This one obtains two advisers of Province, that is to say as much as RPCR, LKS and the Palika while the Union calédonienne takes again the Province with Nidoïsh Naisseline but with a very fragile majority of 6 elected officials out of 14. Because of procurations (727 in all) which had not had time to arrive at their recipient, this poll however was cancelled by a stop of the Council of State of the May 15th 2000. New elections were then organized, and LKS, the FCCI and RPCR decided to form a joint list entitled a new challenge for the Islands . However, these elections do not modify gives it political: the CPU of the outgoing president Robert Xowie finds his 6 seats supplemented by the 2 elected officials of the Palika while a new challenge for the Islands obtains as much (6 advisers) that LKS, the FCCI and RPCR joined together in 1999.
- Léopold Jorédié carries out that in Northern Province in order to preserve its seat of president (whom it knows however difficult to keep, that even if FLNKS is divided against him of a list Palika carried out by Paul Néaoutyine and in a list Union calédonienne directed by Bernard Lepeu). It obtains the honourable score of 4 seats out of 22. Associated to the 4 elected officials RPCR, alliance RPCR - FCCI obtains as many advisers of province than the Palika of Paul Néaoutyine and more than the 6 of the list Union calédonienne. Of course, Léopold Jorédié loses its armchair of president but Paul Néaoutyine must direct the province while joining a increasingly critical Union calédonienne in its connection. Finally, the FCCI gives its support for the Palika.
- Raphaël Mapou carries out that of Southern Province but he does not manage to exceed the bar of the 5% and thus does not have elected officials.
- With the Congress, the FCCI obtains 4 seats (3 of the Northern Province and 1 of the Îles Honesty): Léopold Jorédié, Jean-Marc Pidjo, Eymard Bouanaoué and Cono Hnaéjé Hamu. They will then form a common group with the 24 elected officials of RPCR.
Positions of this new movement
The goal of this one, very as a militant always for independence, is to put this one on side the time of the transitional period envisaged by the Accord of Noumea until the referendum and, until this expiry, to act in.liaison.with the anti-freedom fighters of RPCR. Moreover, she is opposed to the ethnic idea of independence and which would be founded on a sole party, FLNKS. These moderate positions were worth to him sour criticisms on behalf of all the tendencies of the FLNKS which compares it with a “RPCR (a)”.
A traditional ally of the RPCR
Indeed, the FCCI is since its creation a traditional ally of RPCR of Jacques Lafleur. Thus, of 1999 with 2004, the two parties made a common group which held exactly the absolute majority with the Congrès of New Caledonia (28 elected officials out of 54). And these two parties, during all the duration of this mandature, presented joint lists for the election of the office, the standing committee and the commission interior of the Congrès like for all the governments formed during this period. That made it possible besides the FCCI to hold the presidency of the Standing committee of the Congrès of 2001 with 2004 in the person of Eymar Bouanaoué of 2001 with 2002 then of Cono Hnaéjé Hamu. Léopold Jorédié will be even member of all the governments of this mandature like vice-president of the government Lèques of 1999 with 2001. Raphaël Mapou will be him also during a time member of the 1 {{er}} government Frogier in 2002. This alliance also makes it possible François Burck to be elected mayor of Moindou in 2001.
The first crisis: the departure of Raphaël Mapou
Raphaël Mapou, member of the Government in charge of Social protection and the Health of October 1st 2001 with the October 31st 2001, then usual Businesses, Relations with the usual Senate and the usual Councils of the October 31st 2001 with the July 29th 2002, is shown increasingly critical with regard to the co-operation RPCR - FCCI.First of all, following partial municipal elections with Yaté, the coalition RPCR - FCCI had the possibility of carrying the town hall hitherto a41dernier $c-b1, e,10 $c-b26 ce $c-b16 $c-b43, bn,84 dominated by the Palika Adolphe Digoué. Indeed, this last did not have any more but 9 seats out of 18, with equality with a possible alliance RPCR - FCCI (6 for the list carried out by Raphaël Mapou and 3 for that RPCR of Robert Attiti, wire of the large-chief of Goro). The municipal majority was to thus decide starting from single elected official CPU. Out, this one announced to support the candidate RPCR. But finally, against any waiting, Raphaël Mapou refused to give its support for Robert Attiti and Adolphe Digoué was thus taken back in his armchair of mayor.
In May 2002, it creates the surprise again and makes thus conceal the rumors which said that the FCCI was pledged with RPCR while being presented to the legislative elections June in the 2 {{E}} district vis-a-vis the outgoing deputy RPCR Pierre Frogier.
But it really disunited RPCR only on the mining problem by being opposed to the concession of the site of Goro to the Canadian giant Inco for the creation of a factory in the South. Multiplying the declarations and the actions against this project, the president of his party, François Burck, invited it to resign of the government in order to give more political coherence to this one, which he refused to do. Finally, it is group RPCR - FCCI, which had proposed it to become member of the government, which asked Pierre Frogier “to dismiss it”, making his departure effective the July 29th 2002.
This departure causes a crisis within the FCCI while opposing in favor of the rupture of with the RPCR (carried out by Raphaël Mapou) and those contrary to the maintenance of the institutional relations privileged with the principal party anti-freedom fighter. The direction of the party finally proposes at the time of its convention of Poya of the August 3rd 1998 a kind of statu-quo centered on a renegotiation of the mining project and partnership with RPCR while waiting for a new convention in October. For as much, that does not suffice for Raphaël Mapou which puts more and more in retret FCCI, creates a “Follow-up committee of Yaté”, become then the Comité Rheebu Nuu, to fight against the project Goro Nickel and takes part in many demonstrations and strike movements to prevent the projection of work. At the convention of Canala of the FCCI the October 19th 2002, this party decides to renew its partnership with RPCR until the end of mandature.
Elections of May 9th, 2004: the fall
To the elections of 2004, the FCCI, as in 1999, presented a list in each province:- Islands Honesty: always carried out by Cono Hnaéjé Hamu, president of the Standing committee of the Congress. It carries out a joint list with another independence small part, older nevertheless, the FULK.
- Northern Province: Léopold Jorédié poses for main aim to obtain again at least 4 seats with the Parliament of Province and declares that it will renew its alliance with RPCR with the Congrès and surely with the Palika in the Province. It must nevertheless face the presence of many dissidents of the FCCI, in particular resulting from Mapou mobility, on the list Calédonie my country carried out by the “accordist” Eric Douyère.
- Southern Province: the president of the party François Burck invests himself personally in the countryside by carrying out this list. He must face the presence of a list carried out by Raphaël Mapou in alliance with the local Greens.
Finally, it is the shock. The FCCI obtains only 2 advisers of Province to the Îles Honesty, and no elected official neither in Southern Province (where the list of François Burck arrives in last position with only 426 votes either 0,77% of the votes), nor in Northern Province (where Léopold Jorédié obtains only one weak 5,75%, that is to say the only list of this province to have made more than 5% but not having elected officials, not passing the bar necessary to 300 votes near). The FCCI pays of this fact its ambiguous position of independence party indéfectible ally of RPCR.
So the FCCI has nothing any more but one elected official with the Congrès of New Caledonia, Cono Hnaéjé Hamu, which again forms a common group with the 16 members of RPCR. He is elected copresident of this common group with Pierre Maresca. To the Îles Honesty, it gives its support in the majority of the Union calédonienne of Néko Hnepeune, as well as PLAIN FLNKS of Boniface Ounou and that LKS of Nidoïsh Naisseline. The three men thus obtain each one a station of vice-president of the Parliament of Province. Finally, Cono Hnaéjé Hamu decides at the beginning of November 2004 to leave the FCCI, and thus the group RPCR - FCCI which does not exist any more, to turn over to the Union calédonienne.
Thus, from now on, the FCCI lost any representation and does not cease seeing its members being reduced. It however decided to be maintained at the time of its congress of Canala the November 22nd 2004.
It remains today with the FCCI only the town halls of Moindou (François Burck, with the support of the RPCR is 12 city council men out of 15: 6 FCCI and 6 Gathering, but 5 of enter them since joined the Avenir together which is opposed to the FCCI so that the budget 2006 spent several months before being able to be voted following the setting under supervision of the town hall by the room of the accounts and while the budget 2007 is still not voted, moreover the projected budget presented then was the twice overdrawn one, of large troubles of management pushed the High-Commissioner to ask that the municipal council be dissolved as a municipal council, dissolution which should be decided in the weeks which follow, involving municipal elections anticipated) and of Kaala-Gomen (Alain Raising, mayor since 1995, 10 city council men out of 19). The FCCI had then lost the communes of Belep (Eymard Bouanaoué had been beaten by the UPM Jean-Baptiste Moilou) and Pouébo (Jean-Marc Pidjo is beaten by CPU of Joseph Pada).
