Federation of CGT Finances

The Fédération of Finances CGT is the syndidat personnel of the Ministère of the Economy, Finances and Employment affiliated with the General confederation of work, it is member of the General union of the civil servant federations.

Small history of the federation

"The administration of Finances which most and was best organized, knew movements of employees since 1790 when the suppression of the Farm and the General Control was considered. These employees met in assembly general coordinated in committees, signed petitions and addresses with the National Assembly (…) some even proposed that the employees elect their superiors hiérarchiques". Origins…

1884: Legalization of the trade unionism, except the Public office and the services and establishments of the State.

1895: Creation of the CGT

1901: Law on associations. It is used as a basis legal for the constitution of hundreds of defense organizations of the interests of the civils servant and government officials.

1907: The Professional federation of the Civil Personnel of the State gathers 200.000 members of which in particular: general union of the Indirect taxation (9700 members) and Active Service of the customs (15 000 members). It is transformed a few years later into " General federation of Fonctionnaires" (F.G.F)

1920: Adhesion of the FGF in CGT

1924: The trade union rights are recognized with the civils servant

1930: Creation of the Federation of Finances, federation “interns” FGF

1946: Creation of the General union of Civil servant federations (UGFF) to replace the FGF.

1947: Scission of CGT: The UGFF bursts in three groups of CGT organizations, FO and Autonomes. Whole pieces of the trade unionism leave CGT (teaching, police force…). With Finances, the trade union of the Active Customs remains in CGT; the Treasury leaves to FO with the Sedentary Mortgages and Customs. The National union of the Indirect taxation leaves CGT but there réadhère since 1949. Of this big bang of 47 still remain of the projecting features in each organization even if the years which followed were made profitable by each one to be established and to develop in all the services of the Ministry.

… at the contemporary period

1968: “fusion of the controls”, reorganization of the tax authorities and trade-union recombining with the Taxes, creation of the SNADGI. With the protest movement of May and strong recruitments of the following years, significant reinforcement of the CGT trade unionism.

1979 - 1989: After the rupture of the common program of the left, CGT in crisis; strong regression of the number of the members and the electoral influence of CGT to finances.

1989: May at November: strong protest movement with finances, general strike from September to the end of October. CGT preaches the sovereignty of the general meetings on the work places to determine the claiming contents, the methods and the control of the fight

December 1995: general strike against the plane Juppe of reform of the social security and the defense of the retirements of the civils servant and the public sector. The ministry for finances records the strongest rate of strikers of all the public office.

January at March 2000: general strike against the reform “2003”. This one is given up and the minister Christian Sautter resigns.

December 2000: Trade-union elections at the joint committees, CGT progresses and becomes 2nd organization with finances but far behind FDSU.

March 2004: Trade-union elections at the joint committees, CGT still progresses and becomes the 1st organization with the Ministry for Finances with 26,35% of the voices. It is the 1st organization with the Customs, INSEE and DGCCRF and the 2nd trade-union organization with the DGI and the Public accounts.
