Federal subjects of Russia

The Russia is a Fédération made up of 85 prone (, sing. Ru субъект; French transcription: soubiekty , sing. soubiekt ). These subjects have equal federal rights, i.e. a representation equal (two deputy each one) to the Conseil of the Federation (Upper House of the Russian Parliament). They differ, however, in the degree of autonomy which they enjoy.
Categories
Each subject of the federation belongs to one of the following categories:- 21 republics (Ru республики, sing. Ru республика; French transcription: respoubliki , sing. respoublika ) - primarily autonomous with a supposed capacity of secession. Each one has its own constitution, a president and a Parliament. The republics do not manage the foreign politics. The statute of republic is generally granted for the territory of a specific ethnic minority.

47 oblasts (provinces) (Ru области, sing. Ru область; French transcription: oblasti , sing. oblast ) - most common, of the administrative units with an appointed federal governor and a legislative power elected locally.

8 krais (territories) (Ru края, sing. Ru край; French transcription: kraïa , sing. kraï ) - similar to the oblasts but more offset generally and less populated.

1 oblast autonomous (Ru автономнаяобласть).

6 autonomous districts (Ru автономныеокруга, sing. Ru автономныйокруг) - more autonomous than the oblasts but less than the republics, often with the presence of a substantial or prevalent ethnic minority.

2 federal cities (Ru федеральныегорода, sing. Ru федеральныйгород) - big cities functioning like distinct areas.

Fusions
Other fusions are envisaged or considered in the next months and the next years:
- on January 1st 2008, the Bouriatie-Oust-Orda will integrate the Oblast d' Irkoutsk (referendum held on April 16th, 2006);
- on March 1st 2008, the Oblast de Tchita and the Aga-Bouriatie will amalgamate to form the Krai de Zabaïkalski (referendum held on March 11th, 2007);
- fusion of the Oblast d' Arkhangelsk and the Nénétsie;
- fusion of the Krai de Khabarovsk and the Jewish autonomous Oblast;
- fusion of the Oblast de Tioumen, the Iamalie and the Khantis-Mansis to form will krai it of Tioumen;
- fusion of the Oblast de Novossibirsk, the Oblast d' Omsk and the Oblast de Tomsk;
- fusion of the Oblast de Kemerovo, the Republic of Altaï and the Krai of Altaï;
- fusion of Moscow and the Oblast of Moscow, fusion of Saint-Pétersbourg and the Oblast of Leningrad;
- fusion of the Oblast d' Arkhangelsk, the Oblast de Mourmansk and the Republic of Komis to form the republic of Pomors-Nenets.
