Fabrice Layer (born the August 5th 1972 with Suresnes) is an author, consultant and parliamentary Assistant French with the National Assembly.
Biography
Fabrice Layer carried out his higher learning with the Faculty of Law of Poitiers, of 1990 to 1996, year of defense of his D.E.A. of General Public law. Prize winner of the Faculty of Law of Poitiers in 1994 for its Control "
mention foreign Legal Studies " obtained within the framework of a Double course organized by Faculties of Cambridge (the United Kingdom) and Poitiers, Fabrice Layer obtained at the conclusion of his course poitevin a National Allowance of Research for the financing of his Thesis. Author of a report on "
impact of structural bases on the public investment in France " and of a study of local development devoted to "
the policy of the drainage ducts of the General advice of the Charente-Maritime " , he undertakes in 1997 the drafting of a Thesis on " the
political consequences and institutional of the Economic and Monetary Union ". Supported in 2002, this Thesis obtained the very honourable mention with the congratulations of the Jury. A version brought up to date of this work on the European economic government was published in the Editions " Harmattan" in October 2005, under the title "
economic Governorship of Europe ".
Parallel to his research activities, Fabrice Layer taught the constitutional law, the revenue duty and public finances in the Faculty of Law of Poitiers and La Rochelle. He drew from this lesson of many topics of legal articles (see will infra the quoted articles). He supplemented his formation at the University of Oxford (the United Kingdom) while following in 1999 a summer school in Political sciences devoted to the European Union and the political changes engaged by Tony Blair in the United Kingdom.
He becomes consulting in 2001 and adheres to the group of prospective research " Futurouest" for which it in particular wrote the Charter of development of the Country Bolted, preceded by DATAR and ETD in 2004.
Fabrice Layer also engaged politically while adhering to the movement gaullist in 1994. Departmental delegate Associated with the Youth of the Gathering for the Republic of the Charente-Maritime in 1995, he becomes Departmental Délégué Young people in 1999 and Secrétaire of the first district of the RPR of the Charente-Maritime in 2000. He was candidate with the municipal elections with the La Rochelle in 2001 on list RPR-DL.
In 2002, after the defense of its thesis, he becomes Managing director of the Services of Large Mauléon (79), before entering to the National Assembly into 2003 to the sides of Alain Suguenot, President of the Group of wine studies of the National Assembly and Michel Hunault, Délégué of the National Assembly to the Parliamentary Parliament of the the Council of Europe. In 2004, it takes part in the drafting of the White paper on the Future of the Vine growing in France given to the Prime Minister and is presented to the European elections on the list " West in the middle ". It supplements its formation while following to the National school of Administration the courses intended for the parliamentary collaborators and members of cabinet. In 2005, Fabrice To bush-hammer also joined Daniel Mach, Appointed of the Eastern Pyrenees. At the time of the presidential elections of 2007, it adheres to the circle of Sarkozystes of left, " The diagonale". After the legislative elections of 2007, Fabrice Layer becomes the collaborator of Marc Fur, Vice-Président of the National Assembly.
