The Holland, country primarily trading, was badly put up with defenses that Napoleon i had made the people of the continent, its allies, or who lived under his immediate domination, to have commercial relations with the England; Holland cannot support itself without trade; it will thus make, in spite of imperial prohibitions, of the businesses with the foreigners by all the possible ways. The king Louis Bonaparte was done Dutch; he loves his people, wants his happiness and not his ruin; he will thus allow him, in spite of the threats of his brother the Almighty, to have reports/ratios of interests with Great Britain. From there of the bitter disputes, reproaches. The July 4th 1810, Louis, being seen in impossibility of controlling its State according to the wishes of its heart, spontaneously leaves the throne on which it was assembled by kindness, if not with loathing.
Napoleon, in his anger, makes return a Sénatus-consulte says organic (December 13rd 1810), which carries that Holland, the cities Hanseatic S, the Lauenbourg, all the countries located between the the North Sea and a line drawn since the confluence from the Lippe with the the Rhine, until Halteren, etc, etc, form integral part of the French Empire; the known as countries will form ten departments. Another senatus consult of the same time declares the Valais joined together with the Empire; this country will form a department
After having received these various increases, the French Empire extends from the Baltique to the Garigliano, of the Adriatique to the Océan; it contains 13 degrees of latitude and 24 of longitude; its surface is equivalent to 36.000 square miles and includes/understands 130 departments, on which a population of approximately 42 million inhabitants lives.
These forced aggregations people so different of manners, habits, worships, will never form a compact nation: in less than four years, the new ones joined together will be shown openly, and them weapons with the hand, the enemies of the Empire and its founder.
