Exarchat de Ravenne
Raising theoretically of the Byzantine empire, the Exarchat of Ravenne is a territorial entity made up during the Early middle ages under the authority of exarque, senior official depending directly on the emperor, who cumulates the civil and military capacities. This institution aims at improving the conditions of defense against the attacks of the Barbare S which break on the Occident.
The exarchat gathers the zones of Italy of North and the Center still controlled by the Byzantine , of which Ravenne, the Romagna, the Pentapole and the duchy of Rome, connected by a passage in the Apennines. It is wedged between the Royaume lombard which are organized in Italy of North, and the duchies lombards of the South (duchies of Bénévent and Spolète). Separated from this territory, Genoa is taken by Lombards in 650. In the south Naples is also insulated.
The exarchat of Ravenne disappears with the catch from Ravenne by Lombards in 751. Rome, also threatened by Lombards, and indefensible since Byzance, makes then call using the Francs. The king of the Francs Pip the Brief, having overcome Lombards and reconquered the territories of the exarchat of Ravenne, will grant those to the pope Etienne II, thus creating the Papal States.
