Biography

Former student of the College Janson de Sailly, in Paris XVI, it is énarque (1969), graduate of the institute of political studies of Paris, laid off in economic scenes and civil engineer of the mines.

He enters to the Council of State in 1971 as a listener. In 1978, he becomes Master of the requests. He will become Conseiller of State in 1994.

Of 1979 with 1981, he is operations manager at the intercommunity association of development of the valleys of the Durance and Bléone.

In May 1981, it is called to work near the President of the Republic François Mitterrand.

From 1982, it becomes General secretary of the Presidency of the Republic of François Mitterrand until in 1991. It holds the " record of longévité" at such a station (9 years, without counting its first year near the President as an operations manager), under the Fifth Republic.

It then was City council man, General adviser of the Alp-of-High-Provence, Maire of Worthy-the-Baths, then Regional adviser of Provence-Alp-Coast of Azure.

In 1991, after having chaired the National office of the forests (ONF), Jean-Louis Bianco is seen entrusting the ministry for the social Affairs and Integration in the government of Edith Cresson.

In 1993, it integrates the government of Pierre Bérégovoy in the capacity as Minister for the Equipment, Housing and Transport.

He is elected appointed since June 1st 1997 in the 1 {{Re}} district of Alp-of-High-Provence. He was re-elected of accuracy the June 16th 2002, for XIIe legislature 2002 - 2007, by obtaining 50,79% of the voices vis-a-vis the UMP candidate. June 17th, 2007, in spite of a difficult ballot, he is re-elected appointed for XIIIe legislature by obtaining to the second turn 52,32% votes vis-a-vis Éliane Barreille (UMP).

He sits in the group Socialiste, radical and citizen and is Member of the Commission of the foreign affairs.

He is also the president of the General advice of this department since 1998 (re-elected in 2001 and 2004). He belongs to the socialist group.

He is the cofounder with Gaëtan Gorce of the group “Nouvelle voice” within the PS, sensitivity of the majority motion of the Congress of 2005. In December 2006, “New voice” was transformed into club of reflection and place of debate, amalgamating with the club “Witnesses”, chaired by Jean-Pierre Mignard.

In November 2006, Jean-Louis Bianco supported Ségolène Royal for the socialist investiture with the presidential election of 2007. It then belonged to the team of countryside of the candidate, in the capacity as deputy manager of countryside, with François Rebsamen until May 6th 2007.
