European single act

The European Single act (often shortened in Single act ) was signed in Luxembourg in February 1986 and came into effect on July 1st 1987. It is due mainly to Jacques Delors which wished to start again the process of European integration after the period of “euroscepticism” which had followed the oil crises of the Années 1970.

The single act modified the the Treaty of Rome of 1957 which instituted the Economic community European (the EEC), and opened the way with the realization of the single European market. It looked further into the objectives of the EEC Treaty of 1957.

“Four freedoms”

It fixes for objective the completion of the Common Market at the end of 1992. It is necessary to write approximately 300 payments to dismantle the physical, political and tax barriers making obstacle with free movement of the goods, the services, the Capitaux and the people (four freedoms). The Souveraineté S main roads have to carry out multiple transfers of Compétence S, the Community legislation being from now on higher than the national right.

Preparation of the treaty of Maastricht

It opened the way with the Traité on the European Union signed with Maastricht in 1992.

It widened the Compétence S of the EEC mainly in three fields:

It reinforced the capacities of the the European Parliament, and allowed the Council to create a new jurisdiction. The AUE thus established the bases making possible the creation of the County court of the European Communities (TPI).

The treaty decides that the Structural bases must be reformed.

It devoted the existence of the European Council; it comprises finally provisions on the political co-operation.

With the objective of large interior market, the Single act closely associates that quite as essential of economic and social cohesion.

For its creation, it was necessary to harmonize all the national legislations.
