European observatory of the racist and xenophobe phenomena

The EUMC was created by decision of the Conseil (EC) n° 1035/97 of the June 2nd 1997 ( OJ L 151, June 10th, 1997) which was modified by the Council Decision (CE) n° 1652/2003 of June 18th, 2003. The EUMC began its activities in 1998.
The EUMC is an independent authority of the Union. Its origins go back to June 1994 when the European Council of Corfou (Greece) proposed the creation of an advisory commission on the Racisme and the Xénophobie, also known under the name of the Kahn commission, according to the name of its president Jean Kahn. In June 1995, the European Council of Cannes asked the Kahn commission, in co-operation with the the Council of Europe, to study the feasibility of a European observatory of racism and xenophobia. This observatory began its in July 1998 activities. It has a team of 25 members.
The main aim of the EUMC is to provide to the Community and the Member States, with objective data, reliable and comparable, measuring the European level of the racist and xenophobe phenomena in order to help them to take measures of their competence.
The EUMC created the Prix Jean Kahn.
