Introduction

The FEANTSA is the only European wide-area network which concentrates exclusively on exclusion related to housing at the European level and which receives an financial aid of the European commission for the implementation of its activities.

Description

The FEANTSA concentrates more and more on the urban dimension of the Community policy by: reinforcement of the co-operation with the local authorities within the European Forum of fight against exclusion related to housing; co-operation with Eurostat for the data acquisition on exclusion related to housing for the urban audit; the participation in the debates on regional housing and the policy within several European institutions.

Transnational exchanges

To promote and facilitate the practice and experiment, exchange of information best between the organizations members of the FEANTSA. This exchange offers to the members the access to effective and innovative approaches to fight against the problem of exclusion related to housing through the work groups and the seminars. To promote and facilitate the exchanges between non-member (civil civils servant, local authorities, etc) within the framework of the European Forum of fight against exclusion related to the housing which east composes of different under forums, including the forum of the local authorities on exclusion related to housing.

Research

The FEANTSA set up the European Observatory on without-abrisme in 1991 in order to facilitating research and to promote a better comprehension of complexity and changing nature of exclusion related to housing. This network is composed of 11 national correspondents of research coming from various countries of the EU having accumulated the experience in the field of exclusion related to housing in the broad sense.

Partnerships

The FEANTSA works in close cooperation with the European institutions, and has an advisory statute with the Council of Europe like with the United Nations. The FEANTSA also works in close cooperation with networks of research such as the European Network on the research of housing. The FEANTSA is a founding member of the European forum of housing (a forum of active European organizations in the field of housing). The FEANTSA is a member of the Platform of ONG social European, EAPN (European network of fight associations against poverty and social exclusion) and EPHA (European Alliance of the public health).

Participants

The hundred organizations members of the FEANTSA come from 30 European countries, including 24 Member States of the European Union. The members are governmental organizations who provide a broad range of services for the people without residence, including a help with housing as well as a social security. The majority of the members of the FEANTSA are national associations or regional of organizations service providers which work in close cooperation with the public authorities, the suppliers of social housing as well as other actors concerned with exclusion related to housing.

Objectives

Role of the FEANTSA: To offer a voice to the ONG.

Mission: To set up effective means to put a term at exclusion related to housing within the EU.

Strategies/methods: - To influence decision making at the Community level; - To motivate the members to make pressure/influence the diary of exclusion related to housing at the national level and to be conscious of the impact of the Community policies at the national level; - L' mutual training with all the partners who share the mission of the FEANTSA; - to use research, the expertise to provide solutions against exclusion related to housing.

Products

The service providers for the people without residence of the FEANTSA write several reports/ratios sets of themes Europeans, of the political declarations as well as proposals for policies. The Observatory of the FEANTSA produces a national research relating to exclusion related to housing (changing profiles, services, role of the state).

The implication in decision making at community level

The FEANTSA contributes mainly to the following Community initiatives: Strategy of the EU on social protection and social inclusion; urban topics of the EU (To that the Urbain, etc); strategy of the EU on employment; directives of services and debates; strategy of the EU on health; meetings of the European Ministers for housing.
