European Confederation of the trade unions

The European Confederation of the trade unions (THESE), or “European trade union confederation” (ETUC), gathers the majority of the European trade-union organizations to enable them to take together actions of lobbying near the institutions of the European Union. THESE, recognized as one of principal the European Managements and labor takes part in the “European Social dialog”. Its current general secretary is John Monks, resulting from the Trade Union Congress.
Objectives of THESE
The mission of THESE is to create Europe unified, founded on peace and the fixity, within which the workers and their families can fully benefit from the human rights and civilians as well as rights on social matters, of employment as well as high levels of life. With this intention, she encourages the European social model, which combines a durable economic growth with standards of living and of work in constant rise, including the full employment, social protection, the equal opportunity, of the uses of good quality, the social integration and a process of decision making political which fully implies the citizens in the decisions which relate to them. THESE considers that the consultation of the workers, the collective bargain, the social dialog and of good conditions of work are the key of the promotion of the innovation, the productivity, competitiveness and the growth in Europe.THESE is management and labor representing the European workers. THESE exists to represent the European trade union movement on the scale of the European Union. She works with other European managements and labor (representing the employers) and the European in order to work out industrial relations policies and macroeconomic institutions and Employment Policies who reflect the interests of the workers in all Europe. THESE played a determining role in the introduction of important legislations for the European workers. the treaty of the EU gives to managements and labor the right to formulate their own legislative proposals thanks to intersector agreements on major questions of industrial relations policy. Managements and labor already negotiated three agreements in the plan of the EU, implemented within the founding framework of important European directives of the essential rights for the workers:
- the parental leave (1996)
- part-time work (1997)
- limited time contract (1999)
Since 2002, THESE its role in the industrial relationships reinforced on the level of the EU, by encouraging the installation of a autonomous social dialog between the representatives of the workers and the employers. Managements and labor concluded from the " agreements; autonomes" on:
- the telecommuting (2002)
- stress related to work (2004)
- harassing and violence with work (2007)
- a framework of action for the development of competences and the qualifications throughout the life (2002), and a framework of action on the equality of the sexes (2005).
THESE is the principal counterpart of the institutions of the EU in terms of representation of the workers. Jointly with other European managements and labor, THESE works with all the leading authorities of the EU: Presidency, the Council, Commission and Parliament. Its right to represent the interests of the European in the formulation of industrial relations policy and Employment Policy and macroeconomic workers is registered in the treaty of the EU. THESE:
- takes share at the tripartite social tops;
- works out a trade-union answer to the Commission proposals;
- ensures the bond with a joint committee of members of the European Parliament;
- coordinates the trade-union participation in a certain number of consultative bodies, including the Economic and Social Committee European (CEASE) and them agencies of the EU for professional training (CEDEFOP), the improvement of the living and working conditions (Foundation of Dublin), and the Agency for health and safety with work (Bilbao).
THESE also continues its countryside in favor of social Europe thanks to visible actions such as the euromanifestations (for example, against the Bolkestein directive on the services), and a petition on line in favor of the public services. THESE thus assumes a leading role in the social questions and the questions of employment, which are of a great importance for all Europeans.
History
Origins of THESE
In 1952, the miners' unions and workmen of the metallurgy of the organizations adhering to the international Confédération free trade unions set up a coordination committee within the framework of the European Coal and Steel Community. With the signature of the the Treaty of Rome in 1957, the CISL sets up a European Secrétariat trade-union (SE) which gathers its members of Europe of the Six. In parallel, the international Confédération of the Christian trade unions sets up the European Organization - CISC (OE-CISC). In 1960, the trade unions of the CISL of the country pertaining to the European Free Trade Association gather in their turn in a European secretariat. In 1969, the SE becomes the European Confédération of the free trade unions , then with the adhesion of trade unions CISL of the countries of EFTA in 1973, it becomes the European Confédération of the trade unions . Its evolution is completed a few months after, with the adhesion of the trade unions of the OE-CISC. A more important projection in the gathering of the European trade unionism takes place in July 1974, when the CGIL which was disaffiliated from the world Trade union federation adheres to THESE.
The difficult integration of the European trade-union Committees
In 1973, THESE has 6 European trade-union Comités , resulting either from a process of differentiation geographical within the international professional Secrétariats of CISL or of the gathering at the European level of national unions, moreover one unquestionable number of CSE does not return within the limits of THESE. As from 1976, and of its congress of London, THESE tries to rationalize its structures and to integrate the CSE.
Engagement for the European social dialog
In the years 1980, whereas the prospect for the European Union becomes increasingly clear, the CSE tries to make correspond its structures to the level of the European social dialog which is set up little by little, with THESE for the confederal level, the CSE on the level of the European branches, and the trade unions on the level of the companies. As from 1988, it militates within the European authorities for the creation of European work's councils. It also obtains institutions to help with the social dialog Europeans: the Association for the European training of the workers to technologies (1986), the trade-union technical Office (1989) and the European trade-union Academy (1989).
The dash of the Nineties
With the fall of the Berlin Wall, many trade unions formerly close to the world Trade union federation adhere in their turn to THESE, like DC. OO. Spanish. Under the direction of a new general secretary, Emilio Gabaglio resulting from the Italian Confederation of the trade unions of workers, THESE takes a resolutely federalistic and claiming orientation as regards rights of the employees. The role of the central structure of THESE is reinforced, and widening towards the whole of the European trade unions becomes an objective. The congresses of Luxembourg in 1991, then with Brussels in 1999 reinforce the federalism of the operation of THESE, and the adhesion of the General confederation of work in 1999 fact of THESE interlocutor really representative of the European employees. In addition, THESE is regarded by the news international Trade-union confederation as her European regional organization.
Structuring
THESE gathers 81 organizations members of 36 European countries, like 12 European trade union federations, organizations having a statute of observer in Macedonia and Serbia.
Other trade-union structures such as Eurocadres (the Council of the European executives) and the EFREP/FERPA (European Federation of reprocessed and elderly) operate under its aegis.
For the countries in which the trade unions divide according to the political orientation, several confederations are directly members of THESE. For the countries in which the trade unionism is organized sectoriellement, only the organization which gathers them at the intersector level is member of THESE. The Scandinavian trade unions as for them are divided by hierarchical level (employed, supervisors and frameworks).
The trade-union organizations affiliated to THESE preserve their own procedures of decision making. The delegates of the organizations members democratically decide policies and activities of THESE in the European plan, and THESE itself does not have the capacity to impose a line to the national confederations. THESE also its own democratic structure has. THESE coordinates the activities of 41 CSI (interregional Trade union counsels), which organize the trade-union co-operation beyond the national borders of the EU. THESE is recognized by the European Union, the Council of Europe and the European Free Trade Association like the only representative intersector trade-union organization at the European level.
