European Agency of the chemicals

The European Agency of the Chemicals - in English:
European Chemicals Agency ( ECHA ) is a Community Agence creates by the payment Enregistrement, evaluation and authorization of the chemicals ( REACH ).
It was created on December 18th, 2006 (date of signature of payment REACH) and opened its doors on June 1st, 2007 (date of coming into effect of the payment). It is based in Helsinki (Annankatu 18), in Finland.

Role of the Agency

  • To manage the procedures of recording, evaluation, authorization and restriction relating to chemical substances, in order to ensure coherence at the level of the European Union;
  • To ensure coherence at community level with regard to these aspects;
  • To provide to the Member States and the institutions of the Community best technical councils and possible scientists on the relative questions with the chemicals concerned with payment REACH
  • To manage the documents of orientation, the databases, the tools and the documents data-processing
  • To provide a support for the national services of assistance and to direct a service of assistance intended for the informants
  • to place at the disposal of the public information on the chemicals.

Organization of the Agency

  • a board of directors, charged to adopt each year the budget, the work program and the general report/ratio;

  • an executive director, legal representative of the Agency, person in charge of management and daily administration of the Agency and in particular of the management of its resources. The executive director is responsible in front of the board of directors, to which it gives an account of its management;
  • a secretariat, charged to assist the committees and the forum and to carry out the tasks related to the procedures of recording and evaluation, with the development of orientations, the update of the database and the supply of information;
  • a committee of the Member States, charged to solve the possible differences in opinion on the draft decisions suggested by the Agency or the Member States, like on the proposals for an identification of extremely alarming substances;
  • a committee of evaluation of the risks, charged to work out opinions on the evaluations, the requests for authorization, the proposals for a restriction and the proposals of classification and a labelling;
  • a committee of socio-economic analysis charged to work out opinions on the requests for authorization, the proposals for a restriction and the relative questions on the socio-economic impact of possible proposals for legislative actions;
  • a bearing forum on the questions of implementation, charged to coordinate a network of authorities of the Member States responsible for the implementation;
  • an appeal court, which rules on the appeal from the decisions made by the Agency.

Additional details

Until June 1st, 2008 (date of the beginning of the procedure of pre-recording), the Agency goes devoted to the installation of its organization and especially to the recruitment of its personnel (approximately 400 people with terms)

The near total of the relations of the Agency with the industrialists or the private individuals will be done by computer. To put a question at the Agency, the emails are privileged. To record or communicate with the Agency, the industrialists (and companies in general) must rtélécharger a software: IUCLID5
